This role is based within the Combined Packaging Regimes department of Environmental Markets and Regulation. We are a national team with officers across England, ensuring consistent regulation. The position is Southeast-based, working as part of the national Packaging Extended Producer Responsibility (pEPR).
Our mission is to ensure companies dispose of their waste correctly by enforcing government regulations—'right waste, right place'. You will lead, monitor, and deliver compliance and enforcement.
As a Senior Technical Officer, your responsibilities will include:
* Conducting audit and enforcement work both in the field and desk-based.
* Analyzing complex data to inform decisions.
* Mentoring and coaching regulatory officers on auditing packaging producers under new regulations.
* Providing technical leadership, training, and guidance to auditors.
* Monitoring and assuring the quality of regulation by auditors.
* Responding to technical queries, interpreting legislation, diagnosing problems, and developing solutions.
* Developing compliance check plans and undertaking enforcement actions when necessary.
Responding to incidents is a key part of the role. You must be available for incident response and business continuity support, which may involve additional payments and training. Flexible working arrangements are available.
The team, Environmental Markets and Regulation, promotes health, safety, wellbeing, and development. We regulate areas like Packaging Waste, Waste Electrical and Electronic Equipment, Batteries, and International Waste Shipments.
Experience/Skills Required
* Proven experience with Producer Responsibility regulations, preferably pEPR.
* Willingness to travel outside your base area.
* Strong influencing skills and ability to build relationships in complex environments.
* Proven coaching and mentoring abilities.
* Effective time management to handle multiple demands and meet goals.
* Experience in improving work processes for efficiency.
* Ability to interpret detailed legislation and technical guidance accurately.
* A full UK driving license is essential.
