Evelina London Woman's and Children's Clinical Group is pleased to offer a part time secondment into the patient safety team for the Children's Medicine and Neonatology Directorate.

The post holder will support and co-ordinate, with the patient safety team, the clinical governance agenda within the directorate. This covers assessing, monitoring and improving services, risk management, patient safety, clinical audit, quality improvement programmes, staff involvement, education and training, and the use of information, including guidelines and supporting patient and public involvement and patient information.

Main duties of the job

Specifically the post holder will closely with the Clinical Group and Directorate Patient Safety teams to provide multidisciplinary clinical staff with the support to implement effectively the principles and practice of clinical governance and quality improvement across the directorate, within a framework that uses information to guide reflection, leading to action and outcomes monitoring.

The post holder will undertake these functions under the professional management of the Evelina London Head of Patient Safety, Assurance and Quality.

The post holder will have regular contact with the following staff in Evelina London: Clinical Director, Heads of Nursing, Clinical Patient Safety Leads, Clinical Audit Leads, Matrons, Service Leads, Ward Sisters, Nursing staff and Clinical Nurse Specialists, General Manager, Service Managers and Assistant Service Managers, Consultants and Junior Medical Staff, Allied Health Professionals, Pharmacists, Administrative and Clerical Support Staff, Professional and Technical staff, children and their families.
They will also have regular contact with other Clinical Governance Facilitators in other directorates within the Evelina London Clinical Group and the central QIPS team.

We provide care at our hospital sites, Evelina London Children’s Hospital and Royal Brompton Hospital, and provide community services for families in Lambeth and Southwark.

Detailed job description and main responsibilities

Duties and Responsibilities

Clinical Governance:
a. To coordinate the implementation of the directorate clinical governance programme of work linked to the Evelina London and GSTT.
b. To work with the service teams and the Head of Patient Safety, Assurance and Quality to assemble and analyse quantitative and qualitative information in ways that help staff reflect on their service and practice.
c. To co-ordination the services response to the review of information based on local and Trust priorities in the light of the National Service Frameworks, National Confidential Enquiries, and National Institute of Health and Clinical Excellence guidance (NICE).
d. To co-ordinate the services responsibilities in relation to external accreditation
e. To compile services clinical governance reports and to present reports/presentations at Directorate and SBU forums and meetings.
f. To monitor, support and review any changes implemented as part of the clinical governance action plan or work programme, with the CD and HoN.
g. To build and develop information resources pertinent to clinical governance as a resource for the Directorate.
h. To provide help and support for staff in the development of guidelines / patient information and give assistance with the submission process.
i. To undertake training and education programmes on clinical governance for all staff within Evelina London in accordance with the overall Trust programme.
j. To co-ordinate and support the chair of the Directorate Management Team meeting with the patient safety, assurance and quality agenda.Risk Management
a. To co-ordinate risk management across the services.
b. To co-ordinate the use and management of Radar in relation to Directorate activities.
c. To provide support to staff for incident monitoring/investigation where appropriate.
d. To support and/or lead learning responses within the services.
e. To facilitate shared learning from incidents
f. To facilitate the directorate risk assessment process and to support DMT in ensuring the services risk register is effectively populated, to analyse and identify trends and actions arising, and to monitor on a regular basis to ensure that risks are controlled.
g. To bring to the attention of the DMT that health & safety standards and be involved in improvement programmes as required by external accrediting bodies and in line with legislation.
h. Follow up on external inspections, develop action plans and verify the completion of corrective actions as required.


Clinical Audit
a. To effectively integrate audit data and clinical outcomes with the
existing patient safety agenda and proactively use audit and outcome data to generate quality improvement.
b. To work alongside clinical audit leads within specialties and provide support for local, Trust audits where appropriate.


Patient and Public Involvement
a. Under the direction of the CD and HoN, liaise with the Evelina London Engagement Lead, Trust PALS manager, Patient Experience manager, and Patient Information team, identifying mechanisms for effective patient and public involvement in service monitoring and development.
b. To ensure patient and public involvement is in line with Standards for better Health and NHS Litigation Authority Risk Management Standards.
c. To co-ordinate the management of the complaints process and support a local system of complaints investigation
d. To populate and monitor complaints, identifying trends, ensuring learning from experience and that action plans are followed through.
e. With the Head of PSAQ ensure that Duty of Candour is being implemented actioned consistently across the services.


Training and Education
a. To identify training needs through implementation of the clinical governance agenda.
b. To undertake teaching or training sessions on an on-going basis to multidisciplinary team.
c. To ensure lessons are learnt from post-event analysis, proactive risk assessments and timely dissemination.

Person specification

Education / Qualifications / Knowledge

Essential criteria

1. Graduate level of education and specialist experience to masters level or equivalent, and/or relevant professional qualification

Desirable criteria

2. Clear understanding of the NHS modernisation agenda, SfBH, NHSLA risk management standards Clear understanding of PSIRF

Previous Experience

3. Experience of working in a management or supervisory role in the NHS
4. Experience of quality improvements in healthcare
5. Knowledge and experience of stakeholder engagement practice
6. Proven track record of delivering clinical governance objectives in line with organisational strategy
7. Understanding of and working experience of process mapping
8. A track record in delivering presentations and developing and delivering training.
9. Development and use of information systems to support change

10. Thorough understanding of the principles of clinical governance and audit systems, required outputs and their use to improve clinical practice
