Penguin Recruitment is delighted to support a leading company in their search for an Assistant Planning and Development Manager to join their Estates team. This is an exciting opportunity to deliver a diverse range of projects across the waste, minerals, renewable energy, and sustainability sectors, helping to shape the future of the estate while driving long-term commercial success.
The Role
* Reporting to the Head of Estates, the Assistant Planning and Development Manager will:
* Identify development opportunities and manage early-stage projects.
* Secure planning consents and statutory approvals.
* Lead planning and regulatory submissions, including planning applications and EIAs.
* Manage external consultants and collaborate with internal teams.
* Provide expert planning advice to support informed decision-making.
* Negotiate and oversee legal agreements (e.g. S106, S278, S38).
* Monitor and engage with local development plans to protect and promote company interests.
* Support operational divisions through the discharge of planning conditions.
* Represent the business at liaison groups and contribute to Public Affairs activities.
What Were Looking For
* Minimum 2 years experience in a planning or development role.
* Degree accredited by the RTPI and/or RICS, with membership or working towards chartership.
* Strong knowledge of planning processes, including EIAs and appeals.
* A genuine interest in waste, recycling, minerals, or sustainability sectors.
* Excellent communication skills: written, verbal, and presentation.
* Commercial awareness and ability to interpret financial models.
* Experience managing multidisciplinary teams.
* Proficiency with MS Office, with knowledge of AutoCAD or other planning tools an advantage.
* Full UK driving licence.
