Job Description
We have an exciting new opportunity to join our team as a Regional Facilities Manager. This role will be based in Spalding, and responsible for sites across the 'South Midlands' area.
As Regional Facilities Manager, you will implement and maintain a consistent approach to Facilities Management across the Culina Group estate. You will be responsible for collating, managing and implementing agreed Capex projects across the businesses, identifying and providing cost saving solutions where appropriate.
Key responsibilities of the Regional Facilities Manager:
Strategic Planning
1. Align Facilities Department’s objectives with Culina Groups goals and corporate strategy.
2. Set out key deliverable outcomes from the Facilities Management service.
3. Create a service delivery plan which meets the required outcomes.
4. Ensure the service levels and costs are balanced correctly in line with business requirements.
5. Measure the results of the service delivery and feed back into the next round of planning.
6. Cost effective management of services and processes that support the core business, whilst coordinating initiatives to optimise commercial returns.
Operations and Maintenance
7. Carry out regular inspections of the estate buildings and operations to determine vital service, repairs and maintenance requirements.
8. In conjunction with GM & FM, identify areas for improvement and efficiency, develop business cases and instigate solutions.
9. Provide technical expertise for identified issues, to enable a satisfactory resolution.
10. Ensure the organisation has the most suitable working environment for its employees and operations.
11. Work with key stakeholders to manage and develop a supply base across the facilities management category, which covers all services.
12. Pre-Qualification and management of all contractors, ensuring they comply with Culina Group Policies and health and safety legislation.
13. Manage and ensure compliance across the estate of all planned and statutory maintenance works.
14. Manage and ensure compliance across the estate of all reactive maintenance works.
Procurement, Tendering and Contract Management
15. Identify / recommend contractors / third party service providers to deliver support to the sites when appropriate, to realise the benefit of central procurement activity or expertise.
16. Aim to achieve the best value for money on all procured goods and services through a thorough tendering process in line Culina Groups GO Policy.
17. Develop management information and the use of performance measures to check the effectiveness of the process.
Projects
18. Develop, secure and manage project budgets in line with Culina Group Go Policy.
19. Agree project scope and objectives with relevant stakeholders and develop project proposals and designs in conjunction with their requirements.
20. Determine project schedules by studying project plan and specifications; calculating time requirements and identifying required resources to ensure project delivery.
21. Manage all phases of the project, from contract award to close out, to meet all contractual requirements and ensure all change, issue, risk and quality management controls are effective.
22. Oversee contractor management, including performance as required.
23. Ensure projects are delivered in line with the project plan, safely, on time, to budget and to achieve the highest levels of customer satisfaction.
24. Oversee the co-ordination of internal resources, subcontractors and suppliers in a planned and controlled manner ensuring efficiency and minimising costs
25. Act as a point of contact, managing relationships with all stakeholders, consultants and service providers
26. Prepare project status reports by collecting, analysing, and summarising information and trends; recommending actions
27. Developing building plans outlining strategies for improving efficiency, reducing costs and futureproofing the property in order to maximise flexibility of the operation.
Qualifications
28. Have a minimum of 5 years’ experience in similar role
29. HNC or equivalent in electrical /mechanical/ building services would be an advantage
30. To be professional and able to operate as a team player or individually as necessary
31. Confident in communicating and dealing with people at all levels both internally with colleagues and externally with contractors
32. Able to work effectively and without direct supervision
33. Conscientious and reliable
34. Proven track record of working within a commercial environment
35. Good knowledge and experience of Health & Safety management
36. OSH/NEBOSH member of BIFM desirable
37. Time management and project management skills
38. Clear and concise writing skills and the ability to handle long and complex documents
39. Able to work efficiently and accurately under pressure
40. Effectively prioritise work load in order to meet set deadlines
41. Be proactive and able to make decisions
42. Ideally, proven experience in service charge budgets. As a minimum, experience in setting and managing budgets
43. Confident, highly motivated, positive attitude and willingness to learn
44. Strong ability to build and maintain effective working relationships with stakeholders at all levels
45. Computer literate including MS Excel and Word
