Job Description

We’re looking for an experienced Strategy and Policy Specialist to be part of the Strategic Design and Transition Programme. Your work will focus on assessing the Independent Water Commission’s recommendations, particularly the proposal to create a single water regulator, and on shaping the future of the EA.
Responsibilities
* Provide high‑quality, balanced, evidence‑based advice on future‑looking policy in light of the IWC report recommendations.
* Engage with colleagues across government, within the EA and with other regulators to ensure alignment and collaboration.
* Embrace constructive challenge and diverse thinking while keeping pace in a fast‑moving environment.
* Take a flexible approach and assist other projects and workstreams within the programme as required.
* Act as an active team member, contributing to a high‑performing, agile, and resilient Programme team.
Experience / Skills Required
* Experience developing policy with central government, including collaboration with economists, scientists and other specialists.
* Ability to think and act strategically.
* Excellent communication and engagement skills, able to translate complex or ambiguous issues into simple, targeted advice often at short notice.
* Experience working across boundaries and influencing at all levels.
Contact and Additional Information
The role is based in an EA office with a flexible national location. Some travel, including occasional overnight stays, may be required. Contract length is up to 12 months.

Applications are blind assessed. Interviews will be held via MS Teams within two weeks of the closing date. Competence-based assessment questions cover policy development, stakeholder engagement, leadership and technical knowledge of the water sector.
