Overview
The British Embassy Dubai has a vacancy for a Procurement Officer, job grade Administrative Officer (AO). This is a fixed-term contract of one year, based in the British Embassy Dubai, responsible for delivering effective procurement processes in Abu Dhabi and Dubai.
The role is part of the Embassy's Corporate Services team and reports to the Procurement Manager. The officer will work with other Procurement Officers to deliver end-to-end procurement for goods and services below £25,000 and support higher value procurements progressing through the Manila Procurement Hub. The officer will also support developing tracking, monitoring and information tools for a modern procurement service.
They will deliver policy-compliant procurement in line with FCDO policies and act as a source of advice to Embassy staff, supporting upskilling of colleagues. The FCDO is committed to inclusion and diversity; we value difference and promote equality.
Duties and responsibilities
Procurement
* Lead on a portfolio of procurement exercises up to a value of £25,000 per procurement, with an opportunity to specialise in a sector.
* Support high-value procurements (above £25,000) with the Regional Procurement Hub in Manila.
* Work with end users and technical experts to develop comprehensive procurement specifications.
* Manage conflicts of interest, prepare tender documentation, liaise and negotiate with suppliers, coordinate bids/quotes, set evaluation criteria, secure budget and other approvals, liaison with finance, perform due diligence, and draft/hand over contracts to contract managers.
* Provide support to Budget Holders with payments and creating requisitions.
* Develop a supplier network and conduct market research to identify new suppliers meeting quality standards and terms.
* Create awareness of FCDO procurement rules among stakeholders to ensure procurement is in-line with policies and principles.
Information Management
* Update trackers and databases for all procurement activities and ensure documentation is saved for audits.
* Support process improvements, creating tools and trackers to support a modern procurement service.
The above list is not exhaustive; the jobholder will be flexible and take on other ad hoc tasks as required.

Eligibility
* Applications will be considered from those currently residing in the UAE with a current and valid UAE resident visa.
Essential qualifications, skills and experience
* Bachelor's degree in a relevant field OR CIPS Level 4 OR equivalent procurement experience (minimum 3 years).
* Knowledge of UAE-based supplier markets and local ways of working.
* Fluent in English (written and spoken).
* Excellent interpersonal and stakeholder management skills.
* Ability to problem solve and exercise good judgement with appropriate approvals.
* Excellent organisational and records management skills with high attention to detail.
* IT literate with Microsoft Office (Outlook, Word, Excel, PowerPoint, Teams).
Desirable qualifications, skills and experience
* Experience in public sector procurement.
* Familiarity with UK procurement regulations, processes, systems and policies.

Other information
The Embassy offers 25 days of annual leave (pro-rata) and a non-negotiable salary. There are no other allowances or accommodation/relocation expenses. The contract is for one year with a six-month probationary period, may be extended subject to performance and business need. The Embassy hours are Monday to Friday, 07:00–18:00, 40 hours per week (including a paid rest break).
The role requires occasional travel to Abu Dhabi. The Embassy supports learning and development; the 70/20/10 model is applied with available opportunities. Visa transfer under the Embassy's sponsorship will be required for the successful candidate.
