Essex County Council are pleased to be supporting Harlow District Council to recruit a temporary Housing Compliance Systems Consultant on an initial 3-month basis, with potential to extend. Please note that this post can be offered on a remote basis with the occasional travel to Harlow.

We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

The role:
1. Provide hands-on delivery support to stand up and stabilise the organisation’s new compliance system (TCW), focusing on service-facing site setup, data readiness, onboarding and ‘go-live’.
2. This is a delivery role: the postholder will take day-to-day ownership of the TCW implementation workstream for the first 3 months, working closely with the supplier and internal stakeholders to ensure a smooth transition into BAU.
3. The ideal candidate has hands-on experience implementing or administering TCW. If not, we are open to candidates who have delivered similar compliance/asset/FM system implementations and are strong on data onboarding and migration.
Key responsibilities:
4. Own the day-to-day TCW implementation backlog and coordinate actions across stakeholders.
5. Work hands-on in datasets and templates (Excel/Power Query, SharePoint lists, exports) to prepare clean imports.
6. Coordinate with TCW to troubleshoot configuration, imports and permissions.
7. Coordinate with suppliers to align data fields, references, and evidence return formats.
8. Document processes and produce practical guidance (SOPs, checklists, training notes).
9. Maintain an auditable trail of decisions and changes (what changed, why, who approved).
10. Escalate risks early (data gaps, access constraints, supplier delays, scope ambiguity).
The experience you will bring:
11. Experience in local authority / housing / property compliance environments.
12. Proven experience implementing or onboarding a compliance / asset / FM system
13. Strong data skills: cleaning, mapping and de-duplicating records; comfortable working with messy operational datasets.
14. Clear communicator who can work with operational teams and suppliers to agree workable processes
15. Able to manage a delivery independently
