Summary:
The Bus Services Manager role is a key opportunity within the York and North Yorkshire Combined Authority. The Combined Authority was established in early 2024 to unlock transport and housing improvements, boost skills provision, and help the economy transition to net zero. The postholder will exercise the Mayor's extensive powers over bus services, managing the existing operating model and exploring future bus reform models. This position involves shaping transport bus policies and delivery strategies, considering service improvements through Enhanced Partnerships and other delivery models, and producing a new single Bus Service Improvement Plan (BSIP) for York and North Yorkshire
Responsibilities:
* Manage the Mayors wide-ranging powers over bus services concerning the current operating model and any future bus reform model the Mayor chooses to pursue.
* Work closely with colleagues in the City of York Council and North Yorkshire Council who deliver daily bus services, including supported services, bus stations, information, Park & Ride, and concessionary travel
* Consider the case for other bus service delivery models, such as bus franchising.
* Work closely with the Transport Planning and Strategy Manager to produce a new single Bus Service Improvement Plan for the region
* Work with the Mayor to shape transport bus policies and delivery strategies
Essentials:
* Knowledge of the delivery of bus services in a public sector environment.
* Working experience of Bus Service Improvement Plans (BSIPs), Enhanced Partnerships, and bus reform options, including bus franchising
* Experience of leading and motivating teams and delivering positive outcomes for users.
* Experience of managing multiple tasks in a complex programme environment.
