Senior Strategic Finance & Business Planning Manager plays a pivotal role within the Chief Operating Office of Home Office Digital. Collaborating with the wider team, you will support the development and use of the Total Cost of Ownership (TCO) model and contribute to an integrated approach to strategy and business planning. You will be responsible for maintaining and promoting the use and adoption of the TCO model as the primary financial planning artefact within Home Office Digital. This includes using it for scenario planning and t‑shirt sizing to enable more accurate and strategic forecasting of future expenditures. A key part of this role will be to implement and support the cost modelling capability within the Home Office Digital environment. You will use the TCO model to analyse data, identify cost‑saving opportunities, optimise resource allocation and provide valuable insights to forecast future financial needs. With support from the broader team, your work will contribute to the delivery of the Digital First Programme and shape Home Office Digital’s response to the Government Spending Review.
Your main day‑to‑day responsibilities will be:
* Support the development of Home Office Digital’s understanding of the cost of delivering products and services to aid accurate decision‑making and align funding and technology enablement across the Home Office.
* Manage and maintain the Total Cost of Ownership (TCO) model, including updating input templates and product map, performing roll‑forward processes, and delivering in‑year updates to ensure accurate and timely financial insights.
* Use the TCO model and apply it to scenario planning, t‑shirt sizing, and forecasting to support strategic financial planning.
* Analyse financial planning and reporting data that demonstrate the ‘cost driver’ relationships between operational performance and financial metrics, linking Home Office Digital outputs with business requirements.
* Support strategic initiatives and planning cycles (including Spending Reviews and Medium‑Term Financial Plans) ensuring Home Office Digital spend is aligned with Home Office and cross‑government objectives.
* Consolidate resourcing requirements and supply to ensure alignment between the Home Office Digital Workforce Strategy and financial spend.
* Support conversations with business units to understand their requirements, engage with them to develop a 5‑year financial forecast, and provide appropriate challenge to future forecasted spending.
* Collaborate with finance colleagues and Home Office Digital portfolios to build a strong strategic narrative and ensure models accurately reflect service delivery costs and ensure there is consistency and clarity in financial modelling.
Line Management Responsibilities:

Skills and Experience:
* Advanced Microsoft Excel capability and experience of finance systems (e.g., ERP, Oracle) to inform robust reporting and forecasting and intermediate PowerPoint skills.
* Demonstrated expertise in strategic finance roles (Finance Business Partnering / Financial Planning) with a strong record of delivering impactful financial insights and supporting decision‑making.
* Ability to analyse, manipulate and visualise financial and non‑financial data in different systems and software, driving standardisation and ensuring quality.
* Excellent verbal, written, and presentation skills, with the ability to translate complex financial information into clear, accessible messages tailored to both finance professionals and colleagues with limited financial knowledge.
* Proficient understanding of using different channels and formats for different audiences.
* Experience of delivering high quality work at pace, with minimal direct supervision, whilst reacting to changing departmental priorities and challenges.
* Ability to cultivate positive relationships with a variety of stakeholders at all levels, using negotiation skills to drive forward financial planning priorities and hold challenging conversations.
