Summary:

To manage the PCSA and mobilisation process, control risk, meet Building Safety Act and other legal obligations, and ensure efficient progress of the preconstruction process through to handover to the delivery team to enable successful delivery of the project.

Responsibilities:

Managing PCSA and Mobilisation Phase

- Take full ownership of PCSA delivery, ensuring the scope, programme, and deliverables are achieved to time and budget.

- Chair PCSA progress meetings with client teams, consultants, and internal disciplines.

- Coordinate design development during PCSA, ensuring information reaches “construction-ready” status (or agreed PCSA completion level).

- Oversee PCSA cost planning and options reviews alongside QS and estimator.

- Track and close out risks that were identified at tender—especially fire, structure, access, surveys, and client information gaps.

- Ensure PCSA outputs are fully aligned to what delivery will need: surveys, design, permissions, procurement strategy, and prelims strategy.

- Produce the PCSA Completion Report forming the baseline for contract award.

Design & Technical Coordination

- Work with the design coordinator to ensure early design reviews capture buildability constraints unique to refurbishment and occupied environments.

- Schedule and coordinate all intrusive surveys required for pricing and later PCSA design development.

- Manage client and consultant information flow, ensuring timely outputs and robust design freeze points.

- Ensure all designs consider HRB / Building Safety Act implications and that Golden Thread information is planned from day one.

Surveys, Investigations & Condition Assessments

- Develop the Pre-Con Survey & Opening-Up Strategy (tender and PCSA).

- Manage permissions, resident liaison, decants, planning of works in occupied buildings.

- Ensure structural, fire-stopping, MEP, asbestos, and utilities information is gathered early enough to validate scope and cost.

- Translate survey results into clear design actions, risk mitigation, cost adjustments, and programme impacts.

Programme, Sequencing & Logistics Development

- With the construction manager/planner, develop tender programmes and refine them during PCSA.

- Set out realistic sequencing for occupied blocks, fire safety compliance, decants, temporary works, procurement lead times, and façade/fire remedial strategies.

- Identify long-lead items early and ensure procurement activity begins within the PCSA window.

Commercial, Cost Planning & Value Engineering

- Support the estimator and QS by providing validated scope, buildability, survey outputs, supplier input, and risk allowances.

- Lead commercial reviews during PCSA, ensuring the eventual contract sum accurately reflects the developed design and survey findings.

- Drive value engineering options, alternate methodologies, and sequencing efficiencies that improve margin or programme.

Risk Management & Governance

- Maintain a single risk register from tender through PCSA—technical, commercial, design, resident access, fire safety, and client-side risks.

- Lead mitigation throughout PCSA, ensuring issues are resolved before contract award (not carried as delivery risk).

- Ensure executive-level reporting is accurate, transparent, and evidenced.

Supply Chain Engagement

- Engage early with key trades (fire stopping, façade, MEP, windows, scaffolding, structural strengthening) for both tender input and PCSA design development.

- Initiate procurement during PCSA, ensuring supply chain capacity, cost accuracy, and programme alignment.

- Coordinate technical workshops between design teams and specialist subcontractors.

Client, Consultant & Stakeholder Management

- Act as the main point of contact during tender and PCSA phases.

- Facilitate workshops, design reviews, and commercial negotiations.

- Ensure resident engagement and access strategy is designed into programme and methodology.

Handover to Delivery

- Compile a structured Pre-Construction / PCSA Handover Pack for the delivery team.

- Lead the formal handover meeting, ensuring delivery are aware of tender assumptions and PCSA decisions.

Skills, Experience & Qualifications

* Excellent understanding of the PCSA process
* Experience of managing the PCSA process, preferably at a social housing refurbishment contractor
* Experience with producing high quality successful second stage bid submissions
* Detailed knowledge of health and safety and statutory obligations
* Resilient, tenacious and able to take responsibility for your workload
* Good project management skills
* Works well under pressure on multiple fronts with quick turn arounds
* Well organised and meticulous character
* Excellent technical knowledge and understanding of programming and logistics
* Aptitude to understand bid documents translating and presenting them as client’s drivers to a wider team
* Excellent knowledge of Word, Excel & PowerPoint is essential
* Excellent ability to manage information flow and distribution
* Sound understanding of information storage on computer networks
* Good understanding of the tender, procurement & construction process
* Knowledge of contracting & refurbishment projects
* Professional & thorough in approach
* Self-motivated with a flexible Approach
* A strong communicator
* Good timekeeper
* Excellent English oral and written communicator
* Good knowledge of bid requirements and how to achieve excellent quality submissions
* Able to manage multiple workloads
* Good knowledge of the pre-construction process
* Ideal candidate would have an education or professional qualification (not essential)
