DCS has an exciting opportunity for a Senior Program Manager within our AFLCMC/HBG group.
The C2ISR Division is responsible for a diverse portfolio that provides "cradle-to grave" support for the U-2 aircraft, E-8C JSTARS aircraft, AF DCGS, the IBS system, and other C2ISR programs transitioning to sustainment. It offers worldwide lifecycle support including supply, distribution, materiel management, acquisition, system engineering, maintenance, financial planning, security, flight test, and contracting.
The Global Network Systems (GNS) Branch (AFLCMC/HBGW), at Hanscom AFB, MA, reports directly to the C2ISR/HBG Senior Materiel Leader and supports major GNS programs like AF DCGS Network Infrastructure Transformation, Extended Tether Program, and GCCS-AF (I).
This is a full-time position based at Hanscom AFB, MA.
Essential Job Functions:
* Support cost and schedule reduction activities for acquisition and development efforts.
* Provide program-level acquisition support to the Program Manager and IPT Leads, guiding successful execution to maintain the acquisition rhythm and deliver warfighter capability.
* Assist in contract execution, analyze program health, and advise leadership on options to meet cost, schedule, and performance goals.
* Develop and support briefings and schedules for senior management.
* Contribute expert inputs to RFPs, including system specs, SRDs, SOWs, CDRLs, and other products.
* Review acquisition documents for consistency and accuracy, including ADMs, LCSP, Strategies, APBs, Risk Plans, and milestone briefings.
* Support and prepare acquisition reports, including statutory/regulatory documents and milestone reviews per DoDI 5000.02.
* Implement and execute acquisition processes in collaboration with government and contractors.
* Provide non-technical program management guidance per DoD directives and AF instructions.
* Identify policy issues, interpret policies, and manage acquisition efforts.
* Advise on best practices for process improvements, efficiencies, and cost avoidance.
* Assist in planning and evaluating acquisition strategies, including risk assessments and market research.
* Support scheduling, risk management, and development of acquisition reports such as MAR, SAR, DAES, and APB.
* Assist in funding document preparation and submission, familiar with financial systems like CCaR.
* Develop briefings, graphics, and reports to support program management.
* Provide services for Life Cycle Logistics and operational supportability.
* Coordinate program direction, review contractor deliverables, and monitor interface control between IT systems.
* Draft contractual correspondence and support source selection strategies and RFP development.
* Stay informed on DoD acquisition reforms, recommend policy revisions, and support operational planning and testing activities.
* Ensure systems support testing schedules and operational evaluations, assisting with program documents and ECPs/RFPs.
* Support risk assessments, provide guidance on DoD directives, and experience with software evaluation.
Required Skills:
* Must be a US citizen with a Top Secret clearance.
* High School Diploma and 16 years of experience.
* Familiarity with cloud systems, agile, CI/CD, DevSecOps, and DevOps principles.
* Deep knowledge of systems acquisition and program management principles per DoDI 5000.02/5000.75, and roles within DoD/AF.
* Strong analytical, communication, and documentation skills.
Desired Skills:
* 30 years of related experience, including 20 in DoD.
* Bachelor’s Degree or higher in a related field.
Location: Hanscom AFB, MA
Pay Range and Benefits: Salary from $94,306 to $110,000, with comprehensive benefits including medical, dental, 401k, PTO, education reimbursement, and more.
