Position: Head of Financial Reporting and Business Partnering, NWJCC
Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) on 1st April 2024 and a recent organisational restructure, we are seeking a Head of Information and Performance, Joint Commissioning Committee (JCC) to support our journey as a newly formed organisation.
The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.
Our mission is to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services and mental health, operating a £1.14bn budget.

Main duties
The Head of Information and Performance will be responsible for the strategic and operational management of all issues relating to Information and Performance Management.
The post holder will manage a team of specialist information staff and is responsible for the development and delivery of the organisation\'s Information Strategy and Performance Framework, ensuring alignment with the strategic intent of the organisation and integration with all work programmes.
In particular the post holder will be accountable for the delivery of national and local performance targets including the development of action plans to rectify areas of non-compliance ensuring that the organisation\'s strategic objectives are delivered.
The post holder will be responsible for negotiating and managing the delivery of complex Service Level Agreements (SLAs), proactively identifying variations to ensure opportunities are explored and well understood by the whole organisation and Joint Commissioning Committee in a way which maximises value and organisational objectives. In that, the post holder will lead on relative efficiency and benchmarking exercises to ensure value for money.

Experience, Qualifications and Other Requirements
* Experience – Essential: Proven experience at a senior level within Information and Performance Management; senior level experience in contract / SLA negotiation and management; experience leading complex projects; experience of NHS Information and Performance regime including use of performance indicators and benchmarking techniques; substantial people management and development in a senior position; experience implementing long term strategic plans.
* Qualifications – Essential: Master\'s Degree level or equivalent in relevant subject; in-depth knowledge of planning/commissioning within the NHS; evidence of continued professional development; thorough knowledge of information products; working knowledge of the commissioning system in England and Wales; understanding of statutory and mandatory information requirements; working knowledge of demand and capacity modelling.
* Other role requirements – Essential: Ability to attend meetings across Wales and England; flexibility in working hours; self-motivated; ability to work to tight deadlines and manage conflicting priorities; ability to influence, persuade and negotiate with internal and external stakeholders; ability to operate at a senior level within the organisation; highly developed leadership/management skills; results orientated.
* Skills and Attributes – Essential: Excellent verbal and written communication; analytical skills to interpret complex facts; ability to understand end user requirements and manage expectations; well-developed problem solving and decision-making; advanced influencing and negotiation; ability to work to tight deadlines; ability to work across other service areas; Welsh Speaker (Level 1) or willingness to work towards this level.
