Role: Head of Development Delivery

Platform: Group

Status: Full time, permanent.

Salary: £90-100k, based on experience

Bonus: TBD

Start: ASAP

Base: London. We typically work 4 days in the office, 1 day from home.

Hours: 37.5 hours per week.

Core mission:


As Head of Development Delivery, your core mission is to ensure the home is ready, safe, of an excellent standard and meets all regulatory requirements for our customer. There are many elements to this, including timescale, budget, profitability, meeting stakeholder expectations, but they key is always: have you facilitated the process that leads to the customer living in a safe, comfortable home that you would be happy to live in?


You will oversee all elements of Development, Construction and Delivery across HSPG, ensuring projects are delivered to the agreed specification, timescale, budget, quality, customer expectation, and health and safety standards. You will drive the development strategy, including advising on target locations, key scheme metrics, developer track record, Homes England grant funding requirements, and changing target demographics.


You will lead a Delivery team across London and Manchester to deliver multiple projects across:


* Larger schemes of Shared Ownership and Affordable/Social Rent for PPHA.
* Smaller, complex refurbishment and conversion schemes within Seahorse (£100k–£1m).
* Development opportunities within our portfolio, including tendering and cost management.


You will work closely with all Platforms to shape proposals for new and refurbished homes, ensuring they meet specification objectives, regulatory requirements, and the overall aims of the business. This includes interpreting surveys and reports to inform design, ensuring compliance with social housing regulations.


You’ll own procurement processes, ensuring timely delivery, accurate budgets, value for money, and high-quality homes. You’ll also ensure compliance, H&S, insurance, and construction quality are monitored on site, with verified documentation ready ahead of PC to enable onboarding and income generation. You’ll ensure that compliance and handover documentation is provided ahead of PC, verified for quality, and ready for onboarding and lease signing; enabling timely income generation.


You will align all internal teams including Sales, Customer Service and Onboarding, Finance, and Investor Relations to ensure delivery strategies complement their processes. You will be accountable for all aspects of the Delivery flywheel, including site relationships, monitoring of employer’s agents and clerk of works, contractors and consultants, reporting, negotiation with developers/housebuilders, sign-off of PCs and handovers, snagging, and customer satisfaction. You will also play a key role in building relationships with Housing Provider partners on our Supported Exempt Accommodation platform, Seahorse, to optimise specification delivery, handovers, and defect remediation.

* Risk identification: You guard HSPG’s reputation and income by anticipating compliance, delivery, and stakeholder risks. You uphold the most up-to-date compliance, regulatory, and H&S requirements across all platforms.
* Process efficiencies: You are obsessed with creating a best-in-class department, including robust procurement and inter-departmental processes and reporting to keep all areas of the business adequately updated.


Specific experience:


* 10+ years’ experience in a Development or Delivery function, with demonstrable experience of successfully leading teams, including external teams ie EA’s/ Clerk of Works.
* Familiarity with CDM, HSE, Building Control obligations, and client-side responsibilities.
