We are looking for an experienced property/construction professional to join the planned maintenance team within our Property Services Operations function.
The Role:
As the Principal Building Surveyor, you will be leading a multi-disciplinary team of building surveyors and engineers to deliver a programme of planned maintenance and project work on the Hampshire County Council (HCC) corporate estate.
This is a critical role, responsible for managing a million pound plus programme comprising of projects of varying values with a range of senior internal clients. You will lead the “lifecycle” planned maintenance and project programmes across a diverse portfolio of assets on the Hampshire County Council’s corporate estate including corporate offices, historic buildings, libraries, country parks, museums, highway depots, activity centres, Hillier Gardens and farms.
What youll do:
In this role, you will lead and inspire a multi-disciplinary team responsible for delivering multi-million-pound planned maintenance programmes and project work across a diverse portfolio of Hampshire County Council corporate assets. Your work will focus on improving asset condition, reducing carbon emissions, mitigating health and safety risks, and ensuring compliance with statutory regulations—all within tight budget constraints.
You will use your excellent listening and communication skills to collaborate with internal clients and colleagues, helping to define maintenance priorities, manage risk, and identify efficiencies and innovative delivery solutions. Youll also provide expert advice on procurement and delivery models in line with Public Sector Procurement Regulations and organisational governance.
A key part of your role will be ensuring the effective capture and use of asset intelligence through digital systems and technology to inform priorities and programme planning. Alongside managing a busy workload, you’ll also support the personal development of your team through strong leadership and a sound understanding of management behaviours.

You’ll hold a relevant qualification in building surveying, engineering, building fabric, or another property or construction-related discipline, and bring recent, demonstrable experience in planning and delivering lifecycle maintenance programmes. This includes work across building fabric, services, and infrastructure, as well as leading multi-disciplinary teams, managing client relationships, overseeing budgets, and ensuring compliance with health, safety, and risk management standards.
