Position Summary:
Under the general supervision of the Clinical Manager or designee, this position provides direct administrative support and services necessary for the completion of professional medical responsibilities and functions for DES skilled professional medical personnel (SPMP), such as DES Physicians and Psychologists, Disability and Appeals Reviewers, Program Managers, and the Clinical Manager. The Disability Assistant makes complex decisions regarding protected healthcare information, based on HIPAA regulations. This position is responsible for exercising judgment on all administrative and clerical aspects of cases in conjunction with and at the direction of DES SPMP. The Disability Assistant is a primary customer service interface for DES SPMP with clients and external agencies.
Major Responsibilities:
* Initial review of all disability supplements for accuracy, completeness, and alerting SPMP of priority cases and important clinical information.
* Make complex decisions regarding privacy matters related to clients' cases, including determining who DES may exchange information with, what information may be mailed, and what is required by HIPAA to facilitate conversations. These decisions are documented in case notes and through consultation with SPMP.
* Follow HIPAA regulations for protected healthcare information, requesting clinical information from all treating sources listed on case documents.
* Assess if requests for information are legally complete, communicate with agencies about cases that do not meet HIPAA requirements, and consult with SPMP on whether to return cases for further development.
* Contact clinical treating sources by phone to ensure timely receipt of clinical information as directed by SPMP.
* Review external databases such as the Massachusetts Medicaid Information System and MassHealth MA21 to identify cases that SPMP can process quickly.
* Distribute new cases to appropriate staff under SPMP's guidance using established criteria.
* Handle returned mail, assess its impact on cases, and coordinate follow-up actions with SPMP.
* Coordinate transportation for clients to consultative examinations and inform SPMP of any unusual circumstances affecting the review process.
* Provide customer service support via incoming and outgoing calls.
* Reschedule client evaluations according to agency guidelines and provide feedback to SPMP.
* Perform other duties as required.
Required Qualifications:
* Associates degree in business or a related field, or equivalent experience
* 3-5 years of office experience, preferably in a medical setting
* Knowledge of HIPAA laws and regulations
* Proficient in Word, Access, Excel, and Outlook
* Ability to interpret complex HIPAA regulations for clients and agencies
* Strong customer service and problem-solving skills to educate clients and external partners about the disability review process
* Discretion in handling confidential information
