Strategic Design and Transition Programme – Strategy Policy Specialist – 32182

Key Responsibilities
* Provide high‑quality, balanced, evidence‑based advice to support future thinking around the Independent Water Commission (IWC) report, particularly the recommendation to create a single water regulator.
* Engage with colleagues across Government, within the EA and with other regulators to ensure alignment of our thinking.
* Apply constructive challenge and diverse thinking while keeping pace in an often fast‑moving working environment.
* Take a flexible approach and support other projects and workstreams within the programme as needs arise.
* Contribute to the Programme team’s culture by fostering conditions for a high‑performing, agile and resilient team in the face of high demand and ambiguity.
Experience and Skills Required
* Experience working with central government to develop policy, including collaboration with specialists such as economists and scientists.
* Strong strategic thinking and the ability to act strategically.
* Excellent communication and engagement skills, with the capacity to translate complex or ambiguous issues into simple, targeted advice often on short notice.
* Experience of working across boundaries and influencing at all levels.
Location and Working Arrangement
The role is based at an EA office; as a national position the working location is flexible. Some travel, including occasional overnight stays, may be required.
Contract Length
Up to 12 months.
