About the role
Lancashire County Council is seeking an Impact Monitoring and Evaluation Officer to support the Cohesive Communities Service, including refugee resettlement and integration programmes. The role focuses on collecting, analysing, and reporting data to understand the real impact of services helping people rebuild their lives in Lancashire.
You’ll lead monitoring for the Pan‑Lancashire Forced Migration Strategy, work directly with government departments such as the Home Office, and support teams to gather strong qualitative and quantitative evidence. Duties include developing research tools, producing impact reports and case studies, and improving data systems so information is accurate and useful. A key part of the role is helping colleagues understand how to demonstrate and communicate the difference their work makes.

As the Impact Monitoring and Evaluation Officer, you will:
1. Lead the monitoring and reporting of the Pan‑Lancashire Forced Migration Strategy, ensuring KPIs and objectives are met.
2. Work directly with central government departments, including the Home Office, to submit accurate evaluation reports.
3. Support staff to gather meaningful qualitative and quantitative data, producing case studies and high‑quality impact reports.
4. Develop surveys, interviews, and research tools to capture insight and help shape service delivery.
5. Manage and improve data systems, ensuring information is accurate, accessible, and used effectively.
6. Build strong relationships across teams, coaching colleagues on how to evidence the difference their work makes.

A skilled analyst and communicator with experience in research, evaluation, or monitoring roles someone who is detail‑driven yet people‑focused, confident managing multiple projects, and passionate about person‑centred, community‑focused approaches.
