As a Learning and Development (L&D) Officer, you play a central role in shaping a skilled, capable and future‑ready workforce across the Charity Commission. In this role, you design, deliver and evaluate high‑quality learning solutions that address current organisational needs while preparing the Commission for the future. You contribute to the wider capability strategy by ensuring learning is targeted, effective and aligned to strategic priorities. You will work closely with managers, subject matter experts, internal partners and external providers to conduct meaningful training needs analyses, identifying priority development areas and translating them into engaging, accessible and impactful learning interventions. You will design and deliver learning programmes, support induction and onboarding, and coordinate access to both internal and external training opportunities. You will also play a key part in talent management by supporting apprenticeships, early talent pathways and succession planning activity across the organisation. A major part of your role will involve assessing and improving the effectiveness of learning activity. You will gather and analyse evaluation data, track outcomes and return on investment, and use these insights to continuously improve the Commission’s development offering. You will maintain accurate learning records, ensure compliance with procurement requirements, and promote learning opportunities in collaboration with Internal Communications. Your success in this role will rely on your ability to build productive relationships, influence stakeholders and stay up to date with emerging and innovative L&D practices. As part of cross‑government L&D networks, you will help colleagues connect with professional pathways and wider Civil Service capability opportunities. Ultimately, your work will help build an expert, confident and capable workforce ready to meet the Commission’s evolving needs. The main things you will be doing are: Conduct meaningful training needs analyses to identify current and future capability requirements across the organisation, ensuring learning activity is aligned with strategic priorities.
