The Role
The council in North Nottinghamshire is a district on the move, with the area set for a once in a generation multi-billion-pound investment. To help take advantage of this opportunity and join their award-winning planning team they are looking for a dynamic Head of Service to play an influential role in delivery of some ground-breaking projects, whilst continuing the improvement journey in their essential services.
The council has been selected as the future home for the UKAEA's STEP prototype fusion energy plant, a globally significant project that will bring unprecedented levels of investment into the area. Added to this, projects in their district feature prominently in the emerging East Midlands Combined County Authority strategic framework and Investment Zone programme.
Their adopted Vision 2040 provides a clear set of priorities to direct their resources where they will have the biggest impact, building on their legacy of energy production, manufacturing and logistics to become the greenest, most sustainable district in which to live and work.
As their Head of Planning and Place, you will be an adept communicator who commands professional confidence. RTPI qualified to degree level, with extensive senior level experience, you will be a strategic thinker capable of developing effective, trusting relationships with partners and elected members, delivering on corporate priorities and leading the service response to legislative changes and sustained improvement in a collaborative way.
Key Responsibilities
* To be the lead officer in relation to the statutory planning functions of the Council, providing strategic leadership across development management, planning policy, neighbourhood planning, planning enforcement, master-planning, conservation and building control
* Play a key role in the development and delivery of strategically significant projects, including the district’s former power station sites (STEP prototype nuclear fusion project and Trent Valley Supercluster).
* To have full spatial awareness of the district, identifying and seizing opportunities to lever in investment to support economic growth and lead on planning matters in relation to the East Midlands Investment Zone.

* To be an effective member of the Corporate Management Team, contributing to the development of corporate objectives and translating them into service plans and performance measures.
* To provide visible leadership, motivating, empowering, developing and performance managing staff to deliver the Council’s Vision 2040 ambitions and service priorities
* To engage and involve elected Members as appropriate, providing professional advice and support as required, attending meetings and briefings, monitoring delivery against key indicators, providing clear and timely updates to senior leadership, elected members, and external partners, and oversee a well-structured and fully documented closure of the Council’s functions and responsibilities following local government reorganisation.
* Embody the Council’s values and embed a strong equality, diversity and customer centric ethos within the service
* To anticipate future demands and develop plans that optimise the use of resources, ensuring robust processes are followed to comply with financial regulations, contract procedure rules and codes of practice
* To ensure compliance with all corporate and statutory requirements, incorporating changes in legislation into Council policy and procedure proactively and to identify and manage risks associated with local government reorganisation, ensuring statutory, financial, legal, and safeguarding obligations are met throughout the process.
* Engage positively in effective partnerships which contribute to the achievement of the Councils objectives in relation to planning and place.
