Operational Director – Children and Young People’s Public Health Directorate
Working as a triumvirate with the Clinical Director and Associate Director of Nursing, the Operational Director will lead the Directorate, driving strategy, governance and performance in line with the trust’s strategic vision.
Key Responsibilities
* Provide strategic direction for service development and delivery, enabling high‑quality patient pathways across the trust.
* Deliver an agreed business plan incorporating quality and efficiency targets, supporting the overall strategy of the Directorate.
* Ensure financial balance and WRAP delivery for the Directorate and contribute to the Trust’s financial performance.
* Act as budget holder with overall responsibility for effective budget management.
* Ensure proper allocation and utilisation of resources to meet service agreement objectives in quality, volume and cost.
* Build and maintain relationships with internal and external partners and stakeholders, working collaboratively for safe, high‑quality service.
* Interface with other providers and commissioners to inform and deliver appropriate pathways across the health and social care system.
* Oversee a comprehensive clinical governance programme, including quality improvement, risk management, staff performance, training and compliance with national and local standards.
* Ensure staff undergo annual appraisal, mandatory training, revalidation and that workforce standards are met.
* Engage in succession planning, recruitment of lead clinicians and other managerial posts, and provide line management for the Directorate’s General Managers.
* Represent the Directorate at Trust level and external agencies, supporting the development of new service models aligned with national priorities.
* Identify and prioritise public health support for local 0‑19 services.
* Work with the Chief Operating Officer to set and deliver annual Directorate objectives, manage contracts and represent the Trust.

Essential Qualifications
* Master’s Degree or equivalent experience.
* Proven senior managerial and leadership experience within the NHS.
* Significant experience leading multidisciplinary teams and conflict resolution.
* Experience engaging at Board level, using motivational and persuasive skills to secure support for change.
* Ability to drive innovative service development with a transformational leadership style.
Desirable Qualifications
* Relevant management qualification.
* Extensive experience managing Children and Young People’s Public Health Services.

Salary and Contract
Pay: £91,342 – £105,337 per annum (Agenda for Change, Band 8d). Permanent full‑time contract.
