Offer description

NHS Greater Glasgow and Clyde is the UK’s largest provider of acute hospital, primary, community and mental health services. With an annual budget in excess of £4 billion and a workforce of over 42,000 staff, we deliver services to a population of 1.3 million and provide specialist regional services across Scotland. Like all public sector organisations, NHS Greater Glasgow and Clyde faces ongoing financial pressures and a requirement to deliver high‑quality services within constrained resources. The Sustainability & Value (S&V) Programme plays a critical role in supporting the Board to achieve financial balance while delivering improved outcomes for patients.

The Role

We are seeking a highly motivated and experienced Programme Finance Manager to join our Finance Directorate, supporting the delivery of the Sustainability & Value Programme and Financial Improvement workstreams. Reporting to the Head of Sustainability & Value, the post holder will provide senior‑level financial leadership, advice and assurance across a portfolio of complex programmes and service improvement initiatives. This is a key role at the interface between Finance, clinical services and programme teams. You will act as the lead Finance representative for assigned programmes, ensuring that improvement schemes are financially robust, deliverable and aligned to corporate priorities and governance requirements.

Key Responsibilities

* Act as the Finance lead for Sustainability & Value and Financial Improvement workstreams
* Provide expert financial advice and challenge to programme leads and senior stakeholders
* Support development of robust financial plans, appraisals and options analyses
* Lead financial planning, forecasting and performance monitoring for programmes
* Ensure delivery of savings targets and benefits realisation in line with agreed trajectories
* Identify, assess and escalate financial risks and issues
* Provide high‑quality financial reporting to Programme Boards and senior management
* Ensure compliance with Standing Financial Instructions, governance and audit requirements
* Contribute to the development of financial frameworks, policies and best practice
* Provide line management and professional leadership to Finance Project Leads

About You

You will be an experienced finance professional with a strong track record of supporting large‑scale transformation, efficiency or improvement programmes, ideally within the NHS or wider public sector. You will bring:

* Significant experience in financial management in a complex organisation
* Strong technical expertise in financial planning, governance and performance management
* Demonstrable experience supporting programme or project delivery
* Excellent analytical, influencing and communication skills
* The ability to present complex financial information clearly to non‑finance audiences
* A collaborative, proactive approach with the confidence to challenge and influence senior stakeholders
* A professional accountancy qualification (CCAB or equivalent) is desirable

The Opportunity

This is an exciting opportunity to play a key role in supporting financial sustainability and service transformation across NHS Greater Glasgow and Clyde. You will work across a diverse portfolio of programmes, engaging with senior leaders, clinicians and partners to support delivery of meaningful and sustainable improvements in patient care and organisational performance.

Why Join Us

* Be part of a high‑profile, Board‑wide programme
* Work at the heart of financial planning and transformation
* Gain exposure to senior decision‑making and strategic programmes
* Contribute directly to improving services and outcomes for patients
