We have an exciting opportunity to lead strategic planning and business management for the largest digital transformation program within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into financial and business management to support risk mitigation and barrier removal, ensuring alignment with the business case and delivering value for money.
We seek candidates with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key Tasks include:
1. Understanding the financial and economic underpinning of the Programme’s business case and spending review bids.
2. Ensuring deliverables align with strategic objectives and owning change control processes.
3. Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working with delivery teams to ensure affordability and value.
4. Managing queries from senior stakeholders and delivering regular financial and programme reports.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversees the Digital Strategy, setting the direction for digital service delivery that transforms environmental regulation. You will work with multidisciplinary teams, shared services, and third-party suppliers to shape user-centered online services and platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential:
* Experience in fast-paced, dynamic programs
* Digital skills across Microsoft Office Suite (Excel, SharePoint, PowerBI)
* Managing complex financial data
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL
* Experience with purchase orders, business cases, and approval routes
* Experience in digital programs (helpful but not essential)
* Knowledge of spend control governance and assurance processes
* Leadership and stakeholder engagement skills, with a focus on innovation and best practices
