An extremely exciting opportunity as arisen for you to join Sheffield City Council Environmental Protection Service working in the Night-Time Enforcement Team. We are seeking to appoint an enthusiastic and dedicated Officer to create a new dynamic and forward-thinking team to undertake investigation, advisory, and enforcement activity with a high degree of independence, while working collaboratively with Council services and external partner agencies to protect and support community wellbeing. The Night-Time Enforcement Team operates outside normal working hours to ensure the effective delivery of its function.

Working Arrangements

The successful candidate will be required to work part time for 32 hours per week, covering the period Wednesday to Sunday. Standard working hours will be 7:30 pm to 2:00 am on weeknights, and up to 3:00 am at weekends. These working arrangements attract the appropriate contractual enhancements.

Key Duties and Responsibilities

Investigate complaints of anti- social behaviour, environmental/health protection and statutory nuisances, carrying out a methodical assessment of evidence and circumstances to determine appropriate and proportionate enforcement action in accordance with relevant legislation.

1. Investigate reports of anti-social behaviour, public protection and statutory nuisances arising outside normal working hours.
2. Take proportionate and lawful enforcement action in accordance with relevant environmental protection and anti‑social behaviour legislation.
3. Serve statutory and legal enforcement notices and ensure compliance with legislative and procedural requirements.
4. Prepare, compile, and present high‑quality evidence for legal proceedings, including court cases and applications for warrants.
5. Undertake thorough, fair, and well‑documented investigations, including conducting interviews in accordance with PACE requirements.
6. Gather, assess, and record intelligence to support wider Environmental Protection activity and external partner organisations.
7. Work constructively with other Council services and partner agencies to ensure coordinated, effective service delivery.
8. Manage and prioritise a personal caseload, demonstrating the ability to work independently while contributing effectively to team objectives.

Knowledge, Skills, and Experience

Essential

9. Significant experience of serving statutory and legal enforcement notices.
10. Proven experience in preparing cases for legal proceedings, including court action and/or warrant applications.
11. Sound working knowledge of environmental protection legislation and associated regulatory frameworks.
12. Experience of undertaking detailed investigations and evidence gathering.
13. Experience of conducting interviews under PACE conditions.
14. Strong written and verbal communication skills, with the ability to engage professionally with a wide range of audiences.
15. Ability to work effectively both independently and as part of a team.
16. Ability to build and maintain effective working relationships with internal services and external partners.

Responsibility and Decision‑Making

17. Operates with a high level of independence during night‑time working, exercising professional judgment in relation to investigations, enforcement decisions, and escalation of cases.
18. Accountable for the accuracy, quality, and integrity of investigations, evidence, and legal documentation.
19. Decisions have a direct impact on public amenity, community safety, and the Council’s legal and reputational standing.

Contacts and Relationships

20. Regular contact with members of the public, including in challenging, sensitive, or confrontational situations.
21. Ongoing liaison with Council services and external partner agencies, including enforcement and regulatory bodies.

Qualifications

22. BTEC, HNC, or HND in Environmental Health
or
23. Substantial relevant experience in environmental enforcement where the formal qualification is not held.

Driving Requirement

Applicants must hold a full and valid driving licence to enable the driving of Council vehicles. Appointment to the post will be subject to the successful completion of an internal driving assessment, which must be passed before the postholder is authorised to drive Council vehicles.
