JOB PURPOSE To lead and advise on the provision of Human Resource services for policy, ongoing development and implementation in relation to HR practice, training and staff development, payroll and pensions, and administration services, ensuring the delivery of HR and Administrative priorities as established within the Company’s Business Plan. The post will be the Company’s Appointed Data Protection Officer DUTIES AND RESPONSIBILITIES Operational Duties Key Tasks · To lead on all HR & Administrative priorities as established within the Company’s Business Plan. · To provide specific advice, support and guidance in the operation and implementation of the Company’s Human Resources Policies and procedures in conforming with current legislation. · To co-ordinate the advertising, recruitment and selection of staff. · To be the lead signatory with associated responsibilities in line with the Company’s Accredited Body status with Disclosure Scotland. · To co-ordinate the issue of Contracts of Employment and Amendments to all employees. · Review and develop the Company’s Human Resources Policies and Procedures to ensure compliance with best practice and Employment Law. · Management of the Company’s Job Evaluation and Pay & Grading Structure. · To represent the Company in relation to staffing or employment issues eg disciplinary, reviews, counselling, briefings, appeals etc as appropriate to the level of the post. · To carry out investigations in relation to complaints, disciplinary matters etc as appropriate to the level of the post. · To lead in the maintenance of accurate and up to date staff records. · To lead in the collation of performance and statistical information in areas relevant to the post eg sickness absence, staff turnover, etc. · To lead the Company’s Training & Development programme and initiatives in support of progressing the requirements of the Company’s Business Plan. · To lead and co-ordinate the development and implementation of the Company’s Staff performance process. · To make recommendations and provide appropriate specific advice to the Company’s Board members, management and staff. · Establish and develop effective employee communications throughout the Company to enhance awareness, engagement and performance. · To maximize networking opportunities relevant to the post. Payroll · Ensure accurate payment of salaries due are made to Company employees. · Ensure relevant reporting information is produced in relation to HMRC and Pension obligations. · Ensure relevant processes are in place in relation to the administration of the Company payroll function. · Ensure systems and processes are in place and relevant in relation to payroll requirements. · Ensure payroll system is updated and meets all regulatory requirements. · Ensure Payroll processes meet with HMRC regulatory requirements. Pensions Have lead responsibility for overseeing the Company’s pension schemes and adhering to statute and legislative requirements which will include; · Ensuring relevant processes are in place in relation to the Company pension obligations. · Ensuring relevant reporting information is produced in relation to Pension obligations. · Ensuring relevant processes are in place in relation to the administration of the Company’s Pension options. · Ensuring appropriate returns and reports are produced timeously. Administration · To establish, review, update and implement the administrative systems and procedures relating to Live Active Leisure in conjunction with appropriate Company Officers and advisors ensuring that all relevant amendments are included, communicated and disseminated timeously. · To provide administration guidance to operational management staff. · To contribute to specific project work. · To contribute to the procedures for all payments of goods and services are adhered to ensuring appropriate accounts are raised for services provided by the Company. · To direct and manage the corporate administration team and other relevant subordinate staff. · To ensure appropriate booking processes and charges are applied for use of Community Halls. · To provide appropriate support for the administration of grants. Freedom of Information and Data Protection · To be responsible for the co-ordination of the Company’s Policies, systems and procedures in respect of Freedom of Information requirements and Data Protection · To institute, promote and monitor a Records Management Policy throughout the Company to discharge its responsibilities in relation to giving appropriate access to information. · To advise and inform the Board, Senior Managers and all relevant personnel on their duties in relation to Freedom of Information and Data Protection issues. · Respond to information access requests made under the Data Protection Act and Freedom of Information Act, in accordance with Company policies, procedures and guidance and the requirements of relevant legislation. · Monitor ongoing requests ensuring appropriate prioritization to meet statutory deadlines. Financial · To lead in the preparation, review and monitoring of Company staffing budgets as required. · To ensure the achievement of financial and performance targets within relevant budgetary responsibility. · To comply with the Company’s financial regulations and procedures. Health and Safety · To comply with the requirements of the Health & Safety at Work Act 1974 and all supplementary legislation. Other Responsibilities · As part of the Company’s Senior Management Team you will be required to respond to emergency and other general situations as required, representing and undertaking key corporate decision-making roles in the interests of the Company. · Contribute to the development and effective management of IT based systems. · To represent the Company as required. · To report to the Board or relevant Committees as required. · Maintain confidentiality and observe data protection guidelines · To undertake Corporate or other specific activity appropriate to the post as may be required by the Company. · To attend regular staff training sessions, be they held in-house or externally.
