Torus is seeking a dedicated and community-focused Neighbourhood Housing Officer to join our team in Warrington. As a key figure in managing a designated "patch" of housing stock, you will provide essential housing management services, fostering strong relationships between tenants and Torus. This role places you at the forefront of tenancy management, acting as an ambassador for Torus, building positive connections with residents, collaborating with internal teams, and liaising with external agencies to ensure neighborhoods remain clean, safe, and well-maintained.
Responsibilities:
1. Manage property and tenancy within your portfolio, advising tenants, residents, and others on tenancy and estate management.
2. Handle tenancy management tasks such as dealing with abandoned properties, relationship breakdowns, unauthorised occupation, subletting, tenancy fraud, and access issues.
3. Conduct visits including viewings, tenancy audits, exchange inspections, new tenancy visits, starter reviews, and evictions.
4. Use neighborhood data to target resources effectively, focusing on areas with the greatest risk.
5. Fulfill legal, regulatory, and insurance responsibilities related to your property portfolio.
6. Build and maintain relationships with external partners, elected officials, and agencies; represent Torus at meetings, including outside normal hours if necessary.
7. Assess tenant needs for low to medium risk of tenancy failure and implement interventions or refer to external support agencies.
8. Manage caseloads to promote independent living and tenancy sustainment, closing cases when appropriate.
9. Address tenancy needs holistically, including risk reduction, income maximization, and compliance with tenancy conditions.
10. Manage cases involving anti-social behavior and breaches of tenancy.
11. Prioritize ASB and hate crime cases according to company standards.
12. Oversee neighborhood issues, collaborating with enforcement officers, tenant involvement, and support teams.
13. Assist in designing neighborhood improvements and estate enhancements.
14. Coordinate with Tenancy Sustain Officers and Income Teams to ensure compliance and revenue maximization.
15. Serve notices for tenancy breaches as needed.
16. Work with Development and Assets teams to identify and support neighborhood improvements.
17. Collaborate with enforcement teams on escalated ASB cases.
18. Encourage tenant and resident engagement in service delivery and decision-making.
19. Maintain or improve tenant satisfaction through effective case management and communication.
20. Stay updated on relevant legislation, policies, and practices, participating in training and development.
Qualifications and Experience:
* CIH Level 3 or willingness to attain this qualification.
* Experience managing housing stock or delivering client services.
* Knowledge of housing legislation and research skills.
* Ability to manage professional relationships and challenging situations.
* Experience handling nuisance and anti-social behavior cases.
* Proactive, professional, resilient, and innovative approach to work.
