Job Title: Development Control Engineer
Our client, operating within the Highways, Transportation, and Planning sector, is seeking a Development Control Engineer to join their team on a contract basis.
Key Skills Required:
* Site Highway Development Control experience
Role Overview:
This role supports the delivery of highway development control schemes by providing advice, approval, and monitoring of development-related highway works, as well as managing legal agreements related to new and existing roads.
Key Responsibilities:
* Process highway applications and technical approvals under S38, S184, and S278 of the Highways Act 1980
* Handle Stopping Up applications, Highway Licences, Projection Licences, and related approvals
* Provide highways advice on new planning applications impacting the highway network
* Ensure compliance with current regulations, standards, and specifications
* Negotiate with Legal Services and third parties on various applications
* Prepare cost estimates for highway works associated with development management schemes
* Represent the Highway Authority in meetings with developers and public sector officers
* Inspect works on-site to ensure conformity with approved drawings and specifications
* Manage a database of applications and financial transactions for the Development Management Team
* Engage and communicate effectively with customers and stakeholders
* Promote corporate values and uphold equality standards
* Maintain health and safety practices
Job Requirements:
* Minimum qualification of ONC/HNC; ideally a Degree in Civil or Highway Engineering/Transportation
* Extensive experience managing S38 and S278 projects, including technical audits and adoption processes
* Understanding of highways and transport policies and legislation
* Strong knowledge of health and safety legislation in construction
* Ability to manage multiple projects from start to finish
* Customer care skills and stakeholder interaction experience
* Experience supervising contractors and monitoring highway works
* Proficiency in Microsoft Office Suite (Word, Excel)
* Full driving license or ability to travel within the borough daily
