Job Description

We’re looking for an experienced Strategy and Policy Specialist to take a lead role in the Strategic Design and Transition Programme, exploring the implications of the Independent Water Commission’s report for the future of the Environment Agency. Your work will involve considering options for the EA’s shape and design, developing a plan to protect and enhance the environment, and supporting sustainable growth. This is a unique opportunity to shape the future of the EA.
Responsibilities
* Lead work to provide high‑quality, balanced, evidence‑based advice to support future thinking based on the IWC report recommendations, particularly the recommendation to create one single water regulator.
* Lead engagement with colleagues across Government, within the EA, and other regulators to ensure a collaborative approach as we develop our thinking.
* Support work to seek and implement improvements to water regulation ahead of any future legislative change.
* Act as a liaison with Government Departments to coordinate EA views and advice on future policy.
* Embrace constructive challenge and diverse thinking while keeping pace in a fast‑moving environment.
* Take a flexible approach, assisting other projects and workstreams within the programme as needed.
* Be an active member of the team, contributing to a high‑performing, agile culture capable of thriving in high demand and ambiguity.
Team
You will be an essential part of a small, motivated team working directly with the Strategic Design and Transition Programme Director and Deputy Directors. The team is still forming, but you can expect a friendly welcome and an engaging, rewarding environment that supports your personal development.
Experience & Skills Required
* Knowledge and understanding of environmental management and/or the water sector, including its regulation and the EA’s role.
* Experience working in central government to develop policy, including collaboration with specialists such as economists and scientists.
* Ability to think and act strategically.
* Excellent communication and engagement skills, with the ability to translate complex or ambiguous information into simple, targeted advice on short notice.
* Experience working across boundaries and influencing at all levels.
Location & Contract
Office base: EA office (national role – flexible working location). Some travel required, including occasional overnight stays.
Contract length: up to 12 months.
