Venesky-Brown's client, a public sector organisation in Dumfries, is currently looking to recruit a Finance Manager for an initial 3-6 month contract with possibility of going permanent on a rate of £ £30.66/hour PAYE (£50,861 - £59,159/annum). This role will be a hybrid of working at home and in the office.

Responsibilities:

* Responsible for producing the financial management reports of a range of services and departments within the Acute and Diagnostics Directorate.

* Responsible for budget setting and development of financial plans for these budget areas. Production of financial plans to reporting timescales and adjustment and development on an ongoing basis.

* Working with General and other service managers, develop sound business cases for service changes within areas of responsibility.

* Define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

* Working closely with the budget managers, ensure financial control is maintained within all aspect of their areas of budgetary authority including managing resources within budget and compliance with Standing Financial Instructions.

* Production, coordination and interpretation of accurate and timely financial information to budget managers, Divisional Finance Manager for Acute and Diagnostics, Director and the Deputy Director of Finance.

* Responsible as a line manager for the small team of management accounting staff on a day-to-day basis. Fully responsible for all aspects including sickness absence, appraisal, disciplinary, recruitment and selection decisions and departmental workload allocation and reallocation.

* Working with service managers to develop robust forecasting and planning mechanisms for all cost activity to continually improve the Board financial monitoring process.

* Lead on the preparation of monthly budget statements for budget managers, including both financial and non-financial information, reporting on current financial position and preparing accurate outturn projections.

* Work as part of the relevant directorate management team providing financial support in all areas including the costing of services, development bids and proactively suggesting and supporting implementation of ideas in which the service can improve and redesign.

* Support the development of new business cases.

* Provide the necessary project support to the Divisional Finance Manager for Acute and Diagnostics in the costing and analysis of information required for the development of the Remobilisation and Recovery Plan.

* Co-ordination of tasks and workstreams specific to the financial consequences of the clinical change model to strict deadlines, prioritising workload as required to achieve the timelines of the project plan.

* Be responsible for planning and organising work activities and formulating programmes of works for the various project workstreams, including the production and updating of project programmes.

* Produce detailed financial models, including the relevant scenario assumptions to mitigate the uncertainty of current planning assumptions.

Essential Skills:

* CCAB qualified/finalist or equivalent experience

* Spreadsheet preparation, analysis and presentation

* Report writing skills

* Good written and verbal communication skills

* Ability to source, analyse and present complex data

* Good numerical ability

* Excellent keyboard skills

* Excellent verbal communication skills e.g. make presentations, co-ordinate groups

* Excellent written communication skills e.g. writing reports, business plans etc

* Ability to present and explain numerical data and finance issues to non-finance staff

* 3 years experience at a senior level within a similar sized organisation

* Management accounting experience including production of monthly accounts, budgeting and forecasting

* Staff management experience

* Excellent communication skills

* Accounting knowledge commensurate with qualification

* Ability to work on own initiative and take proactive approach

* Ability to prioritise strands of work and meet agreed deadlines

* Ability to work in a team and take account of various stakeholder perspectives

* Ability to influence others

* Ability to develop strong working relationships across multi-disciplinary teams

Desirable Skills:

* Public sector accounting experience
