About the role
We are looking for an experienced and confident Change Manager to join our Digital Services team and play a key role in delivering successful digital, systems and service change across the Council. This role sits at the heart of transformation activity, working closely with service areas, Digital Services colleagues and senior stakeholders to design, deliver and embed change. You will help colleagues understand what is changing, why it matters, and how new systems, processes and ways of working will improve outcomes for residents, customers and staff. You will lead and support change activity across a portfolio of digital projects, ensuring changes are adopted effectively, benefits are realised, and improvements are sustained.
Responsibilities
* Lead the change management approach for projects within the Digital Services portfolio, ensuring change activity is planned, delivered and embedded successfully.
* Work closely with Business Analysts and Project Managers to support services through the design and adoption of new systems, processes and ways of working.
* Engage positively with stakeholders at all levels, supporting them to understand and own change and its impact on their services.
* Design, develop and deliver training, communications and support materials to enable successful transition into business as usual.
* Identify and manage interdependencies, risks and impacts across concurrent changes, ensuring delivery remains on track.
* Lead and support benefits realisation activity, tracking baseline data and measuring customer, service and financial benefits over time.
* Support the delivery of projects and programmes, including managing resources and contributing directly to project delivery where required.
* Promote continuous improvement, identifying opportunities to enhance customer experience, efficiency and service performance, including through automation, AI and RPA.
Qualifications
* Experience managing or supporting change in a transformation environment.
* Strong stakeholder engagement skills, with the confidence to challenge constructively and support senior leaders through change.
* Experience working in a project or programme environment, delivering outcomes to time, cost and quality.
* A good understanding of change management principles, benefits realisation and user adoption.
* Excellent communication skills, with the ability to tailor messages for different audiences.
* Strong organisational skills and the ability to manage multiple priorities and competing deadlines.
Experience of working in local government or large, complex organisations is desirable, but not essential.
