The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up at unprecedented pace to administer compensation to people whose lives have been impacted by the infected blood scandal. IBCA will ensure payment is made in recognition of the wrongs experienced by those affected by HIV, Hepatitis B or C, and those who love and care for them. IBCA employees will be public servants and, if successful in this role, you will be appointed directly into IBCA on IBCA terms and conditions as a public servant. Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be operational for approximately 5 to 7 years. When IBCA"s work winds down, employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer. This is a challenging and fulfilling role that requires pace, impact, sensitivity, and compassion.
Role and Responsibilities
The multidisciplinary teams within IBCA's Digital Service Directorate are organized around delivering our mission.
 * To create a user-centred, empathetic end-to-end service at the heart of IBCA.
 * To provide the means of paying compensation to those eligible.
 * To iterate our service through starting small and scaling fast, through a test and learn approach.
 * Lead cutting-edge software engineering across the breadth of a public service, with early influence on tech decisions, capability building, and engineering standards.
 * As the principal Tech Lead, lead and coach colleagues to design and develop applications that meet user needs and comply with government technology and design standards.
 * Develop frontend and backend services, applying a rigorous testing approach to ensure applications are functional, secure, performant, and maintainable.
 * Design code to operate in different host environments and effectively debug production issues.
 * Collaborate effectively in a fast-paced, agile environment with technical and non-technical stakeholders and contribute to architectural designs and business analysis.
 * Own and champion engineering standards and best practices to ensure quality outcomes and reduce technical debt.
 * Be adept at software engineering disciplines and proficient in languages, frameworks, techniques, data services, and tools listed below.
Technical Skills and Experience
We will assess you against these technical skills during the selection process:
 * Proficiency in development, testing, and deployment.
 * Experience with TypeScript, Python; frameworks such as NextJS; techniques like TDD; containerisation; data services (PostgreSQL, message queues); and tools (git, GitHub Actions).
 * Experience implementing applications as part of complex, multi-component services running within AWS infrastructure.
 * Proven experience with relational and non-relational databases and handling sensitive data.
 * Experience building and running containerised applications as part of a Kubernetes cluster (EKS).
 * Deep understanding of software design patterns and ability to apply them to produce testable, adaptable solutions.
Responsibilities
 * Develop engineering standards and best practices and help teams adopt efficient ways of working.
 * Articulate technical options that meet user and business needs and set technical direction.
 * Collaborate with user-centred designers and architects to translate technical designs into working end-to-end services.
 * Ensure applications comply with appropriate standards including functional and non-functional requirements.
 * Work closely with DevOps colleagues to iterate continuous build pipelines delivering frequent and reliable releases.
 * Lead evaluation of tooling and solutions to enable constant improvements, ensuring products are built in the right way.
 * Proactively share knowledge and support internal communities, including mentoring and coaching engineers.
 * Line management responsibility of Senior engineers.

We will assess you against these technical skills during the selection process. You will be required to provide a CV and complete Behaviour and Technical statements as part of your application. A reserve list may be held for 3 months.

 * CSNR considerations apply; eligible applicants from a range of nationality backgrounds may apply. Right to Work checks will apply for successful candidates.
 * Some applicants may require sponsorship depending on visa rules; from 22 July 2025, Skilled Worker visa eligibility may require roles to be at or above level 6 of the Regulated Qualifications Framework or on approved lists.

Salary: £72,717 plus a Civil Service Pension contribution of £21,066. Benefits include:
