Role Overview
To lead and manage the use of appropriate engineering standards in relation to design and construction across all projects within the national programme, ensuring compliance with legislation, Railway Group, and Network Rail standards. Monitor the employment of suitably qualified staff to oversee engineering aspects of projects within the discipline.
Provide project engineering support for Lift and Escalator renewals, undertake assurance activities for engineering management, and implement relevant standards, processes, and procedures. Manage suppliers and staff effectively to meet safety, quality, and environmental standards, and deliver program requirements. Lead cross-functional teams to deliver the capital Lift & Escalator programme, identify quality and efficiency improvements, and liaise with internal and external customers. Fulfill Network Rail CDM duties as required.

Key Accountabilities
1. Implement Network Rail systems and procedures to deliver cost-effective, high-quality, and safe design, construction, and commissioning activities, liaising with relevant governmental departments.
2. Monitor and guide the competence of Project Engineers within the discipline.
3. Ensure all projects adhere to Railway Group and Network Rail standards through appropriate controls and procedures.
4. Apply risk assessment techniques and environmental management in projects.
5. Monitor project compliance with standards and control procedures.
6. Advise on construction activities, testing, commissioning, and site supervision, ensuring legislation and CDM regulations are met.
7. Assess the competency of contractors' personnel to ensure quality.
8. Undertake design and construction reviews, audits, and assurance activities.
9. Fulfill duties of designated project engineer and undertake accident investigations as needed.
10. Determine engineering assurance levels for projects through categorization.
Job Skills, Experience, and Qualifications
* Significant experience in relevant engineering disciplines.
* Technical qualifications at least HNC level or equivalent.
* Membership of a relevant professional institution (e.g., ICE, IMechE, IET).
* Experience of contracting and safety case structuring.
* Knowledge of safety management, quality assurance, and independent assessment arrangements.
* Strong relationship-building skills with stakeholders.
* Experience in team development, service improvement, and safety promotion.
* Proactive problem-solving abilities.
* Knowledge of Common Safety Method (CSM).
* Chartered status or equivalent in the discipline.
* Understanding of environmental issues and experience with Lift & Escalator/M&E projects.
* Experience as Designated Project Engineer (DPE) and working on multidisciplinary projects.
Note: The role requires travel. Initial 4 months office-based, with potential for hybrid working afterward.
