INTERNAL VACANCY Are you looking for a new opportunity and a chance to join a thriving team working for City of York Council? Do you have experience of, and a passion for, law enforcement and a desire to improve housing standards and the lives of people? Do you want the chance to help develop and implement policies and procedures to tackle unfair landlord practices? If so, we would love to hear from you. Working within the multi-disciplinary Healthy and Sustainable Homes team, you will primarily be responsible for the implementation and enforcement of the new Renters’ Rights Act 2025, to help support tenants and improve housing conditions in York. The Role Is Varied And Will Include Interpretation and application of housing and public health legislation Carrying out comprehensive inspections identifying health and safety issues and poor management practises in Houses in Multiple Occupation Deciding appropriate courses of action in relation to infringements, including the service of notices Liaising with partners in York, both internal and external, to target and take effective enforcement action against the worst rogue landlords and letting practices that can cause serious health and safety issues in residential homes. Assisting in the creation and implementation of policies and procedures to tackle unfair and illegal practices in relation to tenancies in the Private Rented Sector. Developing, delivering and co-ordinating presentations, briefings and training to HMO License Holders, partners, stakeholders and other audiences. For the role you will need a “can do” attitude to challenging problems and situations, and the ability to react at pace. an ability to write complex technical reports in easy-to-understand language excellent customer, communication, and interpersonal skills good IT skills including use of databases an understanding of the opportunities and challenges in creating healthy and sustainable homes across all tenures. You will also need to be a team player with an ability to work across council departments, with other agencies, business, and the public. You will need to communicate sometimes complex messages in easy-to-understand language so you will need excellent written and spoken English. As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language. Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
