Job Details

The primary purpose of this role is to lead and co‑ordinate the development of policy, practice, and procedures relating to domestic abuse across all key partner agencies in Fife. You will provide robust monitoring, analysis, and reporting on this area of work, ensuring consistent and effective practice. A key responsibility is to support partner agencies in delivering the priorities set out in the Fife Violence Against Women and Girls (VAWG) Executive Board Annual Report and Improvement Plan. This includes tracking progress, identifying risks or areas requiring corrective action, and providing clear recommendations. The role also ensures the effective operation of the Fife VAWG Executive Board and its subgroups, fostering strong collaboration, informed decision‑making, and continuous improvement across the partnership.

Key responsibilities:

In this strategic and collaborative role, you will:

1. Provide expert oversight and guidance on national developments, legislation and best practice relating to Violence Against Women and Girls (VAWG), child protection and adult protection, ensuring the Executive Board is fully informed.
2. Play a key role in multi‑agency quality assurance activity, including auditing frameworks, inspections, significant case reviews and learning reviews and ensure lessons learned drive continuous improvement across agencies.
3. Support effective governance by enabling the VAWG Executive Board to fulfil its core functions, preparing agendas and reports, and ensuring priorities align with wider public protection and safer communities’ plans.
4. Drive improvement in practice and service delivery through the development, implementation and review of inter‑agency policies, procedures, protocols and training strategies.
5. Analyse data and trends relating to domestic abuse in Fife, identifying emerging themes and implications for service planning, reporting key findings to the Executive Board and Chief Officers.
6. Lead multi‑agency training and development, ensuring national guidance, inspection findings and best practice inform the VAWG Training and Development Strategy and workforce learning opportunities.
7. Promote strong partnership working, facilitating effective communication, problem‑solving and collaboration between agencies involved in public protection.
8. Champion service user involvement, ensuring the voices of children, young people and adults inform policy, practice and future service design.

The Person

Education:

9. Educated to SCQF Level 9 (Degree level or equivalent).

Experience:

10. Minimum 3 years’ post‑qualifying experience working with survivors of domestic abuse or violence against women.
11. Experience of contributing to inter‑agency child and adult protection processes.
12. Experience of undertaking work on behalf of Protection Committees.
13. Proven ability to work across a range of professional groups involved in developing strategies for the protection of children, adults, and families.

Knowledge:

14. Strong understanding of the role and function of Fife Violence Against Women and Girls Partnership (FVAWP) and Executive Board.
15. Awareness of effective approaches that improve outcomes for vulnerable children, young people, adults and families.

Skills & Abilities:

16. Excellent critical analysis skills and the ability to think independently.
17. Ability to produce comprehensive, evidence‑based reports.
18. Strong collaboration skills, with the ability to work confidently across multi‑agency settings.
19. Effective presentation and organisational skills.
20. Strong verbal communication and interpersonal abilities.
21. Competent in using standard IT software.
