Job overview • The post holder will be responsible for supporting the management of the PACS Service in the Medical Imaging and Medical Physics directorate and the strategic planning of clinical IT services. • The post holder is key in offering a supporting role to the Imaging Performance Lead, Medical Imaging Manager and MIMP Section Heads who are the business experts in their services. • The post holder must be able to identify pressures and make recommendations to their line manager and section heads on the corrective action required. • They will focus on performance management and service delivery and will be jointly responsible for the delivery of financial activity, PACS and RIS service activity and PACS waiting time targets. • They will provide line-management and leadership to all Admin and Clerical staff for whom they have responsibility. Main duties of the job • To oversee the management of PACS staff and services in support of the provision of high quality care, within a patient-centred environment. • In collaboration with Directorate Managers and Section Heads to participate on service redesign issues within the directorate, involving front-line staff and patients in delivering effective, efficient and timely services, in a cost-effective way. • To support the financial allocation of the directorate, ensuring that the necessary resources are available to deliver clinical and non-clinical services. To ensure that the directorates deliver financial targets, including balanced budgets, meeting P&E programmes and recovering income. • To contribute to the production of Service Development Bids, Business Cases and Capital Bids. • To play a full part in the implementation of all PACS and RIS related projects. • Ensure that responsive and effective channels of communication are established, both within the directorate and with external stakeholders. • Ensure that staff are informed and engaged with planning/objective-setting and receive regular feedback on directorate performance. • To identify areas for working differently to improve access and capacity, particularly working towards achieving waiting time target and that modality managers receive regular feedback on directorate performance. The Directorate brings together the services of the Radiology and Medical Physics departments at the Northern General, Royal Hallamshire and Weston Park Hospitals. The primary roles of the Directorate are the provision of diagnostic and interventional imaging procedures in a safe and pleasant environment and the provision of high quality scientific and technical services. The radiology departments carry out a wide range of procedures including, plain film & IVU radiography, Fluoroscopy and Angiography, Mammography, CT, MRI and Ultrasound, General, Trauma, Orthopaedics, Fluoroscopy, Vascular and Cardiac Angiography, CT, Ultrasound and Spinal Injuries Person specification Qualifications Essential criteria • Educated to degree level or equivalent previous managerial experience in the NHS, including knowledge of PACS/RIS Operations, imaging and clinical services, financial management, service and capacity planning and management of staff. • Maths and English Language GCSE at Grade C/4 or above. Desirable criteria • Postgraduate level or leadership/management qualification. Experience Essential criteria • Clear understanding of NHS policy and experience of delivering against current NHS targets. • Ability to understand and explain financial and activity information. • Experience of using Radiology information systems: RIS and PACS. • Experience of other STH IT systems: e.g. ESR, Patient Centre, and ICE. Desirable criteria • Experience of developing business cases/proposals for investment.
