Job Title & Grade: Operations Manager – SEO

Contract Type: Permanent

Salary range (depending on location): National - £42,914 - £46,182 Please note that unless you are currently employed by the Civil Service and are earning more than the minimum above, if successful you will be offered the minimum for the grade depending on your location.

Location: South Tyneside, Leeds, Manchester, Liverpool, Bristol, Cardiff Whilst the location of the vacancy is flexible, occasional presence is required at the following sites due to the location of the Civil Applications Teams: London, Bristol, Cardiff, Leeds, Manchester, Liverpool, and South Tyneside.

Case Management

The Case Management Directorate is the operational delivery function of the LAA, and our staff ensure that each year in excess of 500,000 new clients are able to access the justice they require, and that their providers are fairly remunerated for the delivery of the legal aid. With staff based across multiple sites we deliver services for those facing both criminal and civil legal problems including family, immigration, mental health ,housing and exceptional funding cases.

Civil Case Management

The Legal Aid Agency (LAA) is responsible for making sure legal aid services from solicitors, barristers and the not-for-profit sector are available to the general public. Our work to administer legal aid is essential to the fair, efficient and effective operation of the civil, family and criminal justice systems and we work ly with legal providers and the wider Ministry of Justice (MoJ) to achieve our purpose. This commitment is at the heart of our day-to-day decision making and our work to improve legal aid services. The engagement and commitment of our staff is crucial to achieving our purpose. Together we show openness, honesty and commitment, and, of course, to deliver results.

Civil Case Management is responsible for the processing of in excess of 500,000 applications for legal aid and associated items of work per annum and accounts for funding allocation of £724m per annum.

Job Summary

Reporting to the Head of Civil Applications and LAA Estates the role holder is responsible for:-

* Leading on multiple work types to achieve regional and national performance targets

* Motivating large teams to deliver against challenging and changing parameters.

* Reviewing and managing the implementation of Business Improvement Initiatives across the Civil Applications/Operational Teams.

It involves a collaborative approach to working with other senior managers in other locations to ensure key performance indicators are met and improvements identified to deliver efficiencies to our services.

This is a key frontline operational delivery role.

Key Responsibilities:

* Lead on all aspects of operational delivery which will include managing the processes and systems across multiple workflows and sub-teams to achieve stretching external and internal performance and quality measures.

* Lead on key Business Improvement initiatives and activity across the civil application/operational teams.

* Lead on all aspects of managing the day-to-day operation of the LAA Review Panel, complying with the Governance Code on Public Appointments, including liaising with the MoJ Public Appointments Team.

* Work with the Head of Operations, SEO Operations Managers and the Case Management Improvement team on change initiatives & transition planning.

* Build a culture of high performing quality-conscious teams who are fully engaged with the work and performance taking action to improve operational efficiency.

* Assess performance by analysis of statistical information, identifying and explaining issues and driving corrective action and business improvement initiatives as necessary.

* Ensure the production of accurate and timely information on staffing, performance and budget issues.

* Provider leadership and direction to means and merits teams to achieve operational & quality control targets and ongoing development and wellbeing.

* Ensure that touch point conversations are taking place regularly and consistently across teams that highlight development activity, channel strength based conversations and support leaders to embed learning from Leadership Development.

* Lead on engagement ensuring that the annual staff engagement survey and subsequent action plan is delivered.

* Accountable for deployment of staff and budget and contribute to the effective management of overall Case Management performance, ensuring targets are met.

* Work collaboratively with the Operational Managers in Civil Case Management linking in with policy and Digital teams to plan for any emerging changes.

* Ensure the effective communication of overall performance in line with KPIs and contribute to the effective management of overall Case Management performance, ensuring targets are met.

* Agree, set and implement individual and short-term priorities to meet longer term goals, measure progress against these & take action to address any variance, for example, balancing allocation of resources.

* Contribute to directorate business and financial planning for the year ensuring local & national risks are identified and minimised

* Equip managers to be involved in wider business projects, change initiatives & to develop staff, address disciplinary and grievance issues and make decisions about work priorities.

* Work with Representative Bodies e.g. PET (Provider Engagement Team), and CCCG (Civil Contracts Consultative Group) to share information with key influential Legal Aid Providers and deal with any challenges and queries attending meetings as required working with providers to improve their submissions and the way we deal with them.

* Provide the link between Case Management teams and other directorates on performance and change initiatives taking the lead on strategic planning and delivery against target.

* Promote clear understanding of LAA and directorate priorities and challenges through regular clear and honest communication.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements w business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone's circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location's respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ's terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
