As a Rail Policy Official in Transport Scotland, you will work within the Rail Strategy & Futures team which operates in a fast-moving policy environment and leads policy development for our rail network and services. Policy officials design, develop, deliver and manage policy, working with partners, stakeholders and multidisciplinary teams to deliver intended policy outcomes. The role of the Rail Strategy & Futures team is to lead the work across the Directorate, to develop policy that will inform and support delivery of high quality public services by ScotRail and Caledonian Sleeper and that will deliver the outcomes of Transport Scotland’s second National Transport Strategy. The postholder will support the team to make recommendations on the right approach to deliver the improvements that reflect the Scottish Ministers’ policy priorities and the needs of Scotland’s citizens. Rail is an area which attracts considerable Ministerial and public attention. This is an exciting, unique opportunity to help shape the future of one of Scotland’s biggest public services. Responsibilities Manage engagement with ScotRail and Caledonian Sleeper to support the wider policy team across a range of ad hoc issues and challenges that emerge. Liaise with ScotRail and British Transport Police to monitor impacts of policy and activity designed to reduce antisocial behaviours on Scotland’s Railway. Lead engagement with a discrete number of Regional Transport Partnerships to exchange information and advice on key rail policy at national and regional levels. Support policy team in engaging with a range of Directorates across Transport Scotland to ensure rail’s contribution towards key transport policy’s such as the Climate Change Plan and delivery of the recommendations of the second Strategic Transport Projects Review. Provide drafting of high quality, politically acute and timeous briefing and advice to Ministers and senior management, as well as oversight of MiCase, PQs and Parliamentary correspondence where necessary. Lead on identifying themes for the annual ‘Rail Scotland Conference’ and facilitating attendance from Transport Scotland, as well developing briefing for senior management and Ministers. The postholder will also be expected to support the work of the wider Division as required.
