Job Description Estates Surveyor (Property Services) Based at King’s Court Council Offices in King’s Lynn, with Hybrid working, 3/4 days in office/ on site, with 4 days on site in the first instance. If you are a dynamic Estates Professional, we have an exciting opportunity for you to become a key member of our Property Services Team as an Estates Surveyor. As a GP surveyor, you will contribute to the effective portfolio management of the Council’s property estate and for delivering a range of professional property services. Duties will include acquisitions, disposals, valuations, rent reviews, lettings and marketing, landlord and tenant, regeneration and management, with an emphasis on estate management. The Council has an extensive and diverse property portfolio, which includes retail, light industrial, offices, and leisure premises located around the borough, but mainly within the urban areas of King’s Lynn, Hunstanton and Downham Market. Our commercial portfolio is particularly important as it generates significant revenue and it therefore needs to be proactively managed. You will be a key player in the team and have a significant role in helping us to maximise the outputs from the Council’s commercial assets. You will be an experienced real estate professional with an up-to-date work experience in property management and a current working knowledge of the national and local property market. Effective communication skills with the ability to work on your own initiative as well as part of a small team are also important. Candidates must be able to demonstrate experience of presenting property reports and working with members and community groups. This is primarily an office base role in our offices located in the attractive heart of Kings Lynn, you will need a full driving licence with access to a vehicle as travel around the Borough will be required. THE BOROUGH COUNCIL OF KING'S LYNN AND WEST NORFOLK JOB DESCRIPTION JOB TITLE Estates Surveyor Interim SERVICE AREA Property & Projects SECTION Property Services __________________________________________________________________________________ MAIN PURPOSE OF JOB To be a key member of the team delivering the effective portfolio management of the Council’s property estate and for delivering a range of property services, including acquisitions, disposals, valuations, lettings and marketing, landlord and tenant, regeneration and management and ensuring full compliance with corporate objectives and statutory requirements. __________________________________________________________________________________ KEY AREAS 1 To assist the Property Services Manager with the management of the Council’s property portfolio. 2. Provision of services on the valuation of land and property for management, acquisition or disposal, working with agents and other retained agents and consultants as needed and attending meetings on site and in their offices as required. 3. Assist with the valuation of the Council’s property assets to comply with the requirement for fixed asset valuation. 4. Provide professional property advice and market valuations as required to other service areas. 5. Work with colleagues in Finance, legal and other services to manage arrears. 6. Providing professional and technical landlord and tenant advice on a range of property types. 7. Ensuring the delivery of Key Performance indicators. 8. Writing and presentation of reports, including attendance at formal council meetings such as Cabinet and various panels. 9. Working with elected members and members of the community. __________________________________________________________________________________ MAIN DUTIES 1. To undertake, under the general direction of the Property Services Manager, management and valuation work in respect of the following: · Acquisition and disposal of land and property · Valuation and other advice in respect of land and property-related schemes · Preparation of sales and letting particulars · Granting of easements / wayleaves / licences · Industrial, commercial and leisure lettings · Negotiate leases, lease renewals, rent reviews and other commercial transactions · Fixed asset valuations · Undertaking debt management in liaison with the Finance Team. 2. To assist the Property Services Manager with the management of the Council’s property portfolio which will include, amongst other activities, those listed below: · Ongoing property reviews · Major Development Projects · Monitor property performance via performance indicators and benchmarking · Assist with appraisal of capital projects after completion. 3. To prepare reports as required under the general direction of the Property Services Manager for presentation to Management Team and Members as required. 4. To deal with day-to-day enquiries received from the general public, Elected Members and other departments of the Council. 5. Provide advice to other departments on all property related matters. 6. Management of the Council’s industrial, commercial and miscellaneous estates under the general direction of the Property Services Manager. 7. To enforce dilapidations issues with tenants at the end of lease terms. 8. Monitor and assist with the enforcement of covenants. 9. Prepare instructions to solicitors and monitor progress, re-negotiating and advising as necessary. 10. Responsibility for ensuring that any information collected, recorded, analysed or reported whilst undertaking the duties of this post is reliable, accurate, timely and in accordance with the principles of the Council's data quality strategy. 11. To carry out other duties as required, appropriate to the grade. THE BOROUGH COUNCIL OF KING'S LYNN AND WEST NORFOLK PERSONAL SPECIFICATION JOB TITLE Estates Surveyor SERVICE AREA Property & Projects SECTION Property Services POST NUMBER __________________________________________________________________________________ MAIN PURPOSE OF JOB To be a key member of the team delivering the effective portfolio management of the Council’s property estate and for delivering a range of property services, including acquisitions, disposals, valuations, lettings and marketing, landlord and tenant, regeneration and management and ensuring full compliance with corporate objectives and statutory requirements. __________________________________________________________________________________ CRITERIA FOR SUCCESSFUL PERFORMANCE IN THE JOB Knowledge Essential -Experienced property professional, with 2 years current experience in valuation/property management Up to date knowledge of planning controls as they apply to property management and development · A current working knowledge of the national and local property market · Up to date Knowledge of Local Government law and administration, demonstrated by working in local government · Up to date Knowledge of the law of property · Full Valid UK Driving Licence, with access to a car to travel around the borough Skills Essential - Effective communication skills, oral and written. · The ability to get best value for the Council, with current procurement experience (do we want to specify the recent legislation). · The ability to combine property management and valuation. · The ability to work effectively within the context of defined and well established procedures and legislation. - Innovative and able to think laterally - Strong commercial acumen Attitudes Essential - The ability to operate within legislation and Council policy, Contract Standing Orders and having regard to current property market conditions. · Adaptable and responsible approach to work. · Must be able to work effectively on own initiative for routine work and also work within a smaller team on larger projects. · A commitment to provision of quality service to both internal and external clients.
