Description Location: Leeds Job Description To better lead and coordinate the Bank’s commercial activities, the Procurement Divsion is pivoting to a Strategic Category Management ("SCM") approach. This will encompass end to end commercial activity from creating commercial category plans and delivering strategic sourcing to advising on contract management, innovation and continuous improvement. We are seeking experienced commercial professionals to lead the delivery of this new way of working. This role holder will be responsible for the end-to-end commercial activity across a number of sub-categories within the Corporate portfolio. These sub-categories may include professional services, recruitment and legal services amongst others. With two direct reports, the role holder will engage with senior stakeholders to develop commercial category strategies for all areas of strategic spend within their respective sub-categories; staying abreast of market capability and future trends to assess the deliverability of what has been proposed; overseeing the delivery of a pipeline of strategic sourcing activities required to create the correct contractual estate and then and overseeing the management of key strategic contracts, to ensure that the outcomes and benefits envisaged during the category planning and tendering phases are delivered through the contract terms. It should be noted that the mix of sourcing and contract management activity may change overtime according to business need. This role will report directly to the Strategic Corporate Category Lead. Responsibilities The responsibilities for this role will be to support the Strategic Corporate Category Lead in the creation and delivery of commercial category plans and working with Bank colleagues to support the effective management of key strategic contracts. Further responsibilities will include: leading a team of 2 commercial colleagues, responsible for supporting sourcing and strategic contracting activities required to deliver the outcomes of the Category Strategies engaging with senior stakeholders responsible for each area of strategic spend within their sub-category to understand their current supplier and commercial landscape, future and strategic objectives that, when coupled with market data and trends, will be used to create medium- and long-term category strategies for each area, providing commercial and category insight to senior partners on alternative delivery methodologies and contract models available with supplier markets to craft the Bank’s category strategies, supporting the development of a coordinated pipeline of the Bank’s future procurements, both tactical and strategic that will collectively deliver the commercial landscape that will underpin the delivery of the commercial strategies, overseeing the management of the Bank’s strategic contracts within each sub-category to ensure both their individual performance and that they contribute to the objectives of the respective category strategy, managing associated contractual changes and extensions managing any supplier dispute processes or complex negotiations that may be relevant to your category ensuring that the category strategy and all commercial activity undertaken to deliver it follows Bank policy and the relevant legislative regime, including the new Procurement Act 2023, collaborating with the supplier management team to embed third party risk management controls into the deliver and management of the category strategy, working with experts to support the implementation of the Bank’s sustainability and ESG policies into the Bank’s contracts and supply chain, align with the commercial function’s efficient and consistent use of eProcurement systems, in line with the defined workflows (aligned to internal policy), and acting as a role model in the Bank including modelling listening and asking for feedback in a positive and professional manner. Role Requirements Minimum Criteria Experience of working within a Public Contract Regulations 2015/Procurement Act 2023 controlled environment Extensive knowledge of new and emerging trends within the respective supplier market and supply chain, with a record of using this knowledge to deliver value and new benefits to an organisation Significant proven record of delivering category strategies within a public sector environment. Experience in undertaking, and successfully concluding, difficult commercial conversations with both internal stakeholders and external parties to negotiate value for money solutions and to resolve contractual dispute within a commercial environment. Experience of supplier relationship management technique and using these to build long-term, strategic partnerships with key suppliers, within the public sector procurement environment Experience in crafting delivery pipelines of sourcing activities to support the delivery of the category strategy, including the use of innovative commercial and procurement models, in compliance with public sector procurement legislation and regulation. Essential Criteria Extensive knowledge of new and emerging trends within the respective supplier market and supply chain, with a record of using this knowledge to deliver value and new benefits to an organisation Desirable Criteria MCIPS qualification (or equivalent Commercial experience) Effective interpersonal skills, ability to build rapport and constructive relationships. Demonstrable influencing skills Excellent management skills and experience This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness. Salary and Benefits Information We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. Location: Leeds This role offers a salary of £62,480-£70,290 (depending on skills and experience). In addition, we also offer a comprehensive benefits package as detailed below: Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time. A discretionary performance award based on a current award pool. An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits. Private medical insurance and income protection.
