We have an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and remove barriers to delivery, ensuring alignment with the business case and value for money.
We are looking for someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investments.
Key Tasks include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives within the business case and owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversee the Digital Strategy and its implementation, shaping digital services that transform regulation processes.
You will work within a multidisciplinary team, including Defra shared services and third-party suppliers, to deliver user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential:
* Experience in fast-paced, dynamic programmes.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial and business planning processes, including charge funding, CDEL, RDEL, and recharges between Defra and EA.
* Experience with business cases, approvals, assurance routes, and change control processes.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
