Procurement Strategy, Systems and Performance Manager
Location: Aylesbury
We’re seeking a Procurement Strategy, Systems and Performance Manager to lead the configuration and operation of our e-sourcing and contract management systems, ensuring compliance, efficiency, and innovation across the Council.
Our new Commissioning and Procurement Hub collaborates with clients to develop and execute procurement strategies aligned with their success criteria. We integrate experiences and lessons learned to ensure effective approaches, supporting all stages of the commercial lifecycle and maximizing value.

About the role
In this pivotal role, you will:
1. Act as the strategic owner of procurement systems, driving operational improvements and efficiencies.
2. Manage the Council’s e-tendering and e-auction platforms, ensuring compliance and risk mitigation.
3. Maintain and update procurement policies and protocols, including CPRs and the Social Value Policy.
4. Lead spend analysis to inform strategic decisions and identify improvement opportunities.
5. Oversee procurement reporting, including statutory submissions and internal performance metrics.
6. Support procurement compliance across departments and manage administrative functions.
About you
We’re seeking someone with:
* Substantial experience in a complex organisation within a relevant specialist field.
* Expert knowledge of procurement regulations (PCR15 & PA23) and e-sourcing systems.
* Strong analytical skills and experience in statutory and operational reporting.
* Excellent project management and ICT skills, including Microsoft Office and procurement software.
* A degree-level education and relevant professional qualifications (e.g., CIPS Level 5, CIPFA Diploma).
