Torbay Council continues to invest in high quality digital systems that support effective, compliant Children’s Services. As part of this, we are recruiting a skilled CMS Systems Administrator to work within our Business Intelligence team on the configuration, development and improvement of our System C (Liquidlogic) and MRI (Capita One) platforms.
This is a specialist configuration role, focused on building and maintaining the forms, workflows, pathways, rules and system behaviours that underpin statutory processes and frontline practice. The work involves translating operational requirements into robust system design, managing upgrades, testing changes, and ensuring the platforms remain reliable, secure and aligned to service needs.

* This is not a software development, SQL, data import or application support role.
* This is not an IT service desk, hardware, networking or infrastructure post.
* This is not suitable for candidates whose experience is limited to general IT administration, user account/permissions management, or configuring corporate IT platforms (e.g., Active Directory, Office 365, CRM systems).
* This role requires direct, hands-on configuration experience within System C and/or MRI (Capita One), or another specialist CMS used in Children’s Services, Adults Services or Health (e.g., Liquidlogic Adults, Mosaic, CareFirst, EPR/EHR systems).
* You will work closely with managers, practitioners and BI colleagues to ensure the platforms support best practice, strong data quality, and effective operational delivery.

Skills
Essential:
* Advanced systems administration expertise, including configuring, maintaining, and optimising complex multi-user platforms such as Capita One and System C.
* Ability to analyse and resolve complex system issues, including data integrity, access control, and cross-system dependencies.
* Excellent planning and organisational skills to manage concurrent development streams, testing cycles, and statutory deadlines.
* Ability to interpret and apply national policy and statutory guidance to system design and data capture requirements.
* Clear and confident communication skills, particularly when advising senior stakeholders or guiding technical teams through system changes or incidents.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* Detailed knowledge of LiquidLogic or MRI (Capita One) configuration tools and data schemas, or another specialist CMS used in Children’s Services, Adults Services or Health (e.g., Liquidlogic Adults, Mosaic, CareFirst, EPR/EHR systems).
* Understanding of how integrated systems support statutory reporting and performance monitoring in children’s services.
* Strong grasp of data protection, information governance, and safeguarding principles in the context of children’s services systems.
Experience & Qualifications
Essential:
* Educated to degree level in a related field or equivalent significant demonstrable experience of System Administration within a Local Authority.
* A history of supporting or leading major system upgrades, including testing, user communication, and post-implementation review.
* Experience supporting or mentoring colleagues on complex system issues, including helpdesk escalation and resolution.
