Job Description:
Swindon Borough Council is seeking an innovative and inspiring Head of Housing Improvement and Strategy to transform how we work with local tenants, improving access to support at the right time and place.
The role involves developing and delivering Housing IT systems, policy, strategy, and enhancing the customer experience. You will be the primary liaison at Head of Service level between the Council and the Housing Directorate, ensuring compliance with data governance and performance reporting. You will own the action plan to improve services for tenants and leaseholders.
Your next role
You will lead the strategic and operational management of housing functions, ensuring excellent service delivery, regulatory compliance, tenant engagement, and continuous improvement. You will be responsible for housing management functions, working with your team to ensure services are integrated, effective, and cost-efficient.
This role supports safe, sustainable communities, resident wellbeing, and service delivery aligned with corporate priorities and statutory duties. You will be part of the Housing Senior Leadership Team and the Prevention and Communities Directorate, delivering the Housing Improvement Plan and supporting corporate strategies including the Swindon Plan. You will lead teams to develop and implement the Council’s strategic approach to landlord services, promoting innovation, efficiency, and customer focus for over 10,000 social homes.

Candidates should have extensive management experience in Housing and hold an appropriate CIH qualification. Fluency in English is required for customer-facing roles under Part 7 of the Immigration Act.
