We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation program within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and help remove barriers to ensure delivery aligns with the business case and delivers value for money.
We seek someone with a proven track record in managing complex financial data, collaborating across teams to ensure value for money, and influencing ongoing investments.
Key Tasks:
1. Understanding the financial and economic rationale underpinning the programme’s business case and funding bids.
2. Aligning programme deliverables with strategic objectives and managing change control processes.
3. Supporting the Programme Manager in assuring changes to scope, cost, and schedule, working closely with delivery teams to ensure affordability and value.
4. Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
5. Assisting in investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through lifecycle cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy across E&B, setting strategic directions for digital services that transform environmental regulation.
You will collaborate with multidisciplinary teams, including Defra shared services and third-party suppliers, to develop user-centered digital platforms that are efficient, simple, and fast.
Required Skills and Experience:
* Experience in fast-paced, dynamic programmes.
* Proficiency with Microsoft Office tools (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial and business planning processes, including charge funding, CDEL, and RDEL.
* Experience with purchase orders, business case development, and approval routes.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation.
