Job description
Our client is currently seeking an experienced Interim Head of Highways to join their team on a contract basis. You will be responsible for overseeing various aspects of highways services, ensuring efficient and effective delivery in line with statutory requirements and council objectives.
Key Responsibilities:
1. Managing the Highways Term Service Contract
2. Overseeing street lighting operations
3. Administering the Professional Services Term Contract
4. Supervising streetworks activities
5. Conducting safety inspections
6. Managing responsive maintenance works and winter maintenance programmes
7. Overseeing structural engineering projects
8. Managing parking operations and issuing Temporary Traffic Regulation Orders
9. Ensuring the maintenance of Public Rights of Way
10. Handling third-party claims and conducting technical surveys
11. Administering licensing procedures
12. Managing IT systems and special projects
13. Overseeing TFL and LIP funded schemes
14. Ensuring compliance with CIPFA responsibilities
15. Monitoring performance to National Indicators
16. Managing budgeting processes
17. Ensuring adherence to legal and statutory requirements
18. Leading staff management, learning and development initiatives
Job Requirements:
19. Extensive experience in highway management and maintenance
20. Proven expertise in contract administration
21. Strong understanding of streetworks and safety inspection protocols
22. Experience with budgeting, performance monitoring, and compliance requirements
23. Excellent leadership and staff management skills
24. Proficiency in handling IT systems and delivering special projects
25. Strong analytical and problem-solving abilities
26. Good knowledge of legal and statutory regulations in highways services
