This role is a Grade E Natural Infrastructure Officer role based within the Plymouth and South Devon Community Forest team, supporting wider Green Estates work also.


Responsibilities

The post holder will be expected to undertake the following activities:

* Community Forest team: supporting tree planting and woodland creation applications inclusive; data management; applicant support; creation and editing of shapefiles and designs on QGIS and ArcGIS; and coordination of material to be shared with partners and applicants.
* Utilising data to evidence and benchmark progress against PSDCF’s 25 year plan, and to monitor benefits and impact of CF activities across Plymouth and South Devon, including tree equity and canopy cover review; flood and water quality enhancement; access to greenspace; and wider habitat and natural capital improvements.
* Assisting the facilitation of community tree planting days in Plymouth, working in partnership with PCC’s Green Communities team.
* Ensuring photographic evidence and scheme reporting to Defra is submitted through appropriate channels and to deadline.
* PCC Green Estates: support mapping of Green Estates assets and coordination across internal teams to monitor green infrastructure and natural environment work.
* Supporting project tasks for Biodiversity Net Gain requirements and Nature Recovery activity (e.g., management plan collation and mapping, wider Natural Infrastructure Enhancement Pipeline project work, and Plymouth Nature Recovery Network mapping).
* Supporting Green Estates Manager in collaborating with strategic planning on local plan evidence base and producing key strategic documents for internal, external consultation and publication.


Primary purpose of role

To promote, protect and enhance Plymouth’s Natural Infrastructure in a manner that delivers maximum benefits for people and nature. This role supports the delivery of a robust and resilient network providing natural services required to enable sustainable growth of the City and surrounding areas, encompassing land, water and marine resources. The balance of these outcomes will depend on service priorities; the post is designed to offer flexibility in deploying staff resources to meet evolving business needs and staff development opportunities. The role holder will have no formal management responsibilities, but may be given delegated supervision of more junior staff above C grade.


Key activities

Grade E

* Provides specialist Natural Infrastructure advice and guidance on a variety of queries, and exchanges information on natural infrastructure issues with diverse audiences (public, community leaders, contractors, developers, planning officers, management and members).
* Assists with input to the Joint Local Plan and plans of other local authorities, contributing to planning strategies and community engagement with natural spaces.


Qualifications and experience

Essential

* Experience of using a range of IT-based applications.
* Experience in conducting communication and consultation exercises.
* Extensive experience of developing and sustaining good relationships with external organisations, elected members, landowners, members of the public and development interests.

Desirable

* Knowledge of Natural Infrastructure principles and delivery options.
* Knowledge and understanding of Project Management techniques.


Skills

Essential skills

* Relevant ICT skills (e.g., PC-based skills, MS Office and GIS systems) to the position as determined by the NI Manager.
* Ability to use GGP and GIS plotting and mapping systems.
* Evidence of effectively communicating on complex Natural Infrastructure issues verbally and in writing to a varied audience including ward councillors, amenity societies, Government Inspectors, and local residents.
