Norfolk County Council is seeking an experienced Senior HR Consultant to lead and deliver the people elements of our ambitious Local Government Review (LGR) programme. About the Role As a Senior HR Consultant, you will: Drive and support organisational change, ensuring leaders are equipped to lead effectively through transformation. Collaborate with programme stakeholders to implement evidence-based approaches to people change, covering areas such as organisational design, workforce planning, leadership development, engagement, and wellbeing. Act as a trusted advisor in sensitive and complex situations, influencing senior leaders and liaising with union representatives. Use Organisation Development and change management methodologies to measure and evaluate the impact of change. This is a high-profile role within our Organisational Effectiveness team, requiring strategic thinking, strong stakeholder engagement, and the ability to lead virtual teams across a matrix organisation. About You We’re looking for someone who: Has significant experience in delivering organisational change and service improvement within a complex, political environment. Can influence and advise senior leaders using evidence-based approaches. Possesses excellent communication, facilitation, and negotiation skills. Holds a degree-level qualification and is MCIPD or equivalent, with expertise in areas such as organisational change, OD, or employment law. Why Join Us?
