What is the job role?
As an Engineering Inspection Officer for Coventry City Council, you will play a vital part in ensuring our estate remains safe, legally compliant, and well‑managed. You will oversee the delivery of the Council’s Statutory Engineering Inspection Contract, ensuring all regulated assets—such as lifting equipment, pressure systems, and mechanical and electrical plant—are inspected in line with LOLER, PUWER, PSSR, HASWA and other regulatory requirements.
You will:
1. Maintain a comprehensive schedule of statutory inspections across all Council-owned and operated sites.
2. Review inspection reports, certificates, and defect notifications and ensure that follow‑up actions and remedials are completed promptly.
3. Monitor compliance performance across the estate and escalate any issues or overdue inspections.
4. Produce regular compliance reports for managers, senior leadership, and audit functions.
5. Monitor contractor performance, KPIs and service delivery while supporting procurement tasks such as tendering, contract review, and mobilisation.
6. Work collaboratively with FM, Property Maintenance, Health & Safety and service departments to ensure compliance standards are upheld.
7. Provide technical advice to building managers and service leads on their statutory responsibilities.
8. Maintain accurate records and ensure adherence to all relevant regulations and policies.
This post is exempted under the Rehabilitation of Offenders Act and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS)

Who are we looking for?
We are seeking an organised, technically skilled, and proactive individual who can confidently manage compliance responsibilities across a varied property portfolio.
You will need:
Knowledge & Experience
9. Strong understanding of statutory regulations such as LOLER, PUWER and PSSR, and the ability to interpret technical inspection reports.
10. A solid grasp of Health & Safety legislation relevant to property and facilities management.
11. At least 2 years’ experience managing and monitoring contractor performance.
12. Experience with statutory engineering inspections and/or building compliance.
Skills & Abilities
13. Excellent communication and stakeholder engagement skills.
14. High levels of organisation and strong contract management ability.
15. Precision in record‑keeping and compliance monitoring.
16. Ability to work independently, prioritise deadlines, and manage a varied workload.
17. Ability to travel across the city and physically inspect assets when required.
Qualifications
18. Relevant qualifications in property, engineering, facilities management or Health & Safety (e.g. NEBOSH, IWFM, engineering certifications).
19. Familiarity with asset management systems and CAFM compliance modules.
Other Requirements
20. A valid full driving licence.
21. Willingness to work outdoors, cover significant distances, and carry out physically demanding inspection tasks.
22. Flexibility to attend meetings outside of standard working hours.
