Deputy Chief People Officer / Associate Director of Organisational Development, Inclusion and Learning & Development

About the Role

The Deputy Chief People Officer deputises for the Chief People Officer, providing strategic leadership across Organisational Development, Equality, Diversity and Inclusion, and Learning and Development portfolios. The post holder represents the Trust at Board level and in external and system‑wide forums, influencing organisational design, workforce planning, and capability development to align with the Trust’s strategic objectives and high‑quality services.


Responsibilities

* Shape and lead the Trust’s organisational development approach, ensuring OD, culture and change activities are aligned to strategic priorities and support delivery of the Trust’s objectives.
* Lead and oversee major change and transformation programmes, acting as a catalyst for organisational improvement.
* Drive the development of leadership capability across the organisation through coaching, succession planning, and management frameworks.
* Provide strategic oversight of talent management, workforce capability and future skills development, supporting new roles and ways of working.
* Lead the Trust’s statutory and mandatory training provision, conducting training needs analyses to ensure learning is effective and value‑adding.
* Champion staff engagement and inclusion, embedding equality, diversity and inclusion across organisational development and workforce practices.
* Oversee staff feedback and culture insights, including the Trust’s Staff Survey and culture dashboards, using data to support continuous improvement.
* Provide expert advice on complex organisational, cultural and workforce issues and lead the development of OD‑ and people‑related policies.
* Prepare high‑quality reports and briefings for senior leaders, Trust committees and the Board.
* Manage delegated budgets within the portfolio, including learning, OD and apprenticeship funding, supporting transformation and cost‑improvement activity.
* Lead, manage and develop the Organisational Development, EDI and Training and Development teams, providing visible, inclusive and compassionate leadership aligned to the Trust’s CARE values.
* Act as deputy to the Chief People Officer as required and represent the Trust internally and externally.


Pay and Contracts

Most NHS roles are paid under the NHS Agenda for Change. Your starting band will be set against the advertised band and your relevant NHS service, with progression through annual increments. Medical and Very Senior Manager roles follow separate national pay frameworks.
