Reporting to: Registered Provider / Operations Manager / Directors
Primary Objective
Provide strategic oversight of all registered children's homes to ensure full regulatory compliance, high-quality care delivery, strong safeguarding practice, and positive outcomes for children and young people.
Key Responsibilities and Core Areas
1. Leadership & Oversight
Provide oversight and support to Registered Managers to maintain high standards of care and leadership.
Ensure Registered Managers receive effective supervision, appraisal and development.
Carry out regular home visits to maintain visible leadership presence, with increased visits for new or developing managers.
Maintain oversight of rota planning and sign-off to ensure safe staffing levels, appropriate skills mix and controlled agency use.
Maintain oversight of team meetings, supervision activity and workforce performance.
Challenge and support homes to achieve Good or Outstanding Ofsted outcomes.
Promote a strong culture focused on children's outcomes, safety and wellbeing.
2. Regulatory Compliance
Act as the nominated Responsible Individual for Ofsted registration requirements.
Ensure all homes operate in line with Children's Homes (England) Regulations and Quality Standards.
Oversee statutory notifications, SOP reviews, responses to Ofsted, and inspection readiness.
Maintain full accountability for regulatory compliance across all services.
3. Quality Assurance
Monitor quality of care through audits, reports and performance reviews.
Ensure RI audits and manager audits are completed and action plans implemented.
Review Regulation 44 and 45 reports and ensure actions are followed through.
Complete observational walkarounds during visits to review environment, safety and standards.
Monitor training compliance, supervision activity and quality of practice across services.
Drive continuous service improvement across all homes.
4. Safeguarding & Risk Management
Ensure robust safeguarding systems are in place and effectively implemented.
Maintain active oversight of incidents, complaints and investigations.
Ensure safer recruitment practices are followed across services.
Oversee risk management strategies for children and staff.
5. Strategy & Development
Support the strategic development and growth of residential services.
Support occupancy stability, staffing sustainability and workforce retention.
Ensure homes operate in line with company vision, values and standards.
Contribute to business planning and service improvement initiatives.
6. External Liaison & Representation
Act as the primary point of contact with Ofsted.
Work collaboratively with Local Authorities, professionals and external partners.
Represent the organisation in inspections, reviews and strategic meetings.
