Job overview
A new and exciting opportunity has arisen to join an existing Cancer Programme team, overseeing and delivering a high profile, whole system programme and strategy of transforming cancer services for the whole county.
The postholder will be responsible for programme management and delivery of a specific portfolio of cancer projects and other associated responsibilities and support the Cancer Programme Manager by contributing to delivery of the overarching Cancer strategy and transformation programme and its outcomes. The postholder will also be responsible for dealing with any commissioning responsibilities and queries that relate to that portfolio of cancer services.
The large-scale programme of transforming Cancer services means working with and involving a wide range of partners across the health and social care economy. Working collaboratively with these system partners, your leadership approach should demonstrate the principles of ‘system first’, where compassion, inclusion, collaboration and values-based approaches to care is the goal. The Service Improvement team is made up of a Director of Elective Care, Service Improvement and Diagnostics Partners, a PMO team and an additional dedicated Cancer team with the objectives of delivering the large-scale programme of change and improvement needed across our cancer services.
Main duties of the job
The postholder will work as part of an established team dedicated to delivering an exciting and high-profile programme of transforming cancer services. You will be skilled in project management approaches, working with multiple stakeholders and partners, utilising the standard approach to Programme Management to deliver agreed key outcomes and objectives across a range of transformational programmes and projects, as well as taking on commissioning responsibilities for a portfolio of assigned cancer services. The role may also include line management of a Project Support Officer.
This is a fixed 6-month fixed post within Shropshire, Telford & Wrekin (STW) ICB, or a secondment opportunity for existing NHS employees.
STW have been awarded funding to deliver this transformational programme of cancer service, and so as part of this programme, you will also work closely with leaders from STW ICB and the West Midlands Cancer Alliance, develop and deliver a whole system approach to plan and deliver a systemised programme that will improve health outcomes and reduce inequalities for cancer services.

NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. Detailed job description and main responsibilities
Key Duties and Responsibilities
· To be the lead transformation manager for specific service areas and respond to necessary internal and external requests.
· To work with colleagues across NHS STW to ensure that there is effective collaborative working on strategy development and service redesign with key partners, including patient & public representative groups, the local authority, service providers and voluntary sector organisations.
· The role may also include line management of a Project Support Officer and other team members.
Planning
· To support the development of strategies to transform health and social care for the system including reducing health inequalities, increasing preventative care and the availability of services in the most appropriate setting.
· To work with the Clinical Directors and the Cancer Programme Manager to deliver NHS STW’s strategy and operational plans.
· To be responsible for the development of medium and short-term commissioning and transformation plans with relation to the service area and development of an annual delivery plan.
· To take responsibility for delivering the changes and targets within the annual delivery plan.
· In partnership with the Cancer Programme Manager, to realise the transformational change necessary across the health and social care economy to ensure sustainability.
· To be responsible for developing a programme structure, as required, to promote service redesign and continuous quality improvement aligned to system and strategic commissioning priorities.
· To be responsible for the implementation of agreed plans, monitoring progress, identifying and taking appropriate action to ensure the delivery of benefits and service improvements.
· To manage relationships constructively, providing appropriate challenge and using personal influencing skills to manage resistance and barriers to change as required.
· To establish and maintain robust project monitoring and control mechanisms which enable projects to be successfully delivered in a work environment that is subject to frequent change, while analysing and interpreting highly complex work situations.

· To utilise NHS STW’s informatics services throughout all redesign activities, ensuring best use is made of available commissioning knowledge and intelligence across the health economy.
· To utilise the agreed programme management reporting system for consistent reporting and tracking progress, alerting system leadership to key risks, mitigations and factors associated with success.
· To lead detailed business case development project initiation, directing, managing and controlling and leading project delivery of complex programmes of service delivery
· To manage and mitigate for the inter-dependencies across organisational boundaries, including those associated with people, digital, finance and quality outcomes.
· To provide day-to-day leadership on named programmes of work, supporting the programme team to deliver the identified objectives by allocating tasks as appropriate, identifying risks, issues and interdependencies, considering best practice and current options and making decisions in the best interests of the programme.
· To work in compliance with an agreed team standard approach to Programme Management, to enable transparency and delivery, and maintaining a high standard of work.
· To work and engage constructively and proactively with stakeholders, being responsible for adopting a collaborative partnership approach to work.
· To ensure timescales for delivery are met at all key stages of the project management process, ensuring any risks and issues are escalated in a timely manner with proposed mitigations and ensuring that all risks are detailed and updated on the risk register.
Communication
· To lead the development and implementation of communication strategies to support the commissioning portfolio and transformation work programme, including where the information is complex/sensitive and there may be resistance.
· To communicate and provide regular reports to NHS STW and system Delivery Groups on the progress and recommendations from the programme.
· To ensure effective communication processes are in place (in relation to the programme and commissioning) across organisations and professions in relation to changing practice and policies.
· To support opportunities for change and innovation in current providers in response to community/patient feedback and changing commissioning requirements.
· To prepare reports and presentations for audiences, ranging from members of the public to senior personnel working at strategic level, imparting information on national policy, complex clinical/service data, finance and potentially contentious issues in relation to service changes.
· To produce clear visual material and data for use in reports, briefings, training and meetings for internal and external presentation.
· To draft reports to provide response/feedback from NHS STW on national documents to NHS England and Department of Health.
· To work with the Communications and Engagement (C&E) Team to ensure a robust C&E plan exists for all projects.

Making change happen
· To take responsibility for translating programme and commissioning changes into business cases for review and approval by NHS STW’s Integrated Delivery Committee and associated working groups.
· To ensure that there is robust patient and public involvement in the commissioning, transformation of, or changes to, services with the support of NHS STW’s Communications and Engagement team, to meet NHS STW’s legislative responsibility to involve patients and the public.
· To establish and maintain links to other directorates that enable effective matrix working, to ensure that any relevant service issues are reviewed, understood and actions agreed with relevant issues raised through the contract and performance route via nominated commissioning leads.
· To ensure impacts and links between separate service developments and pathways are identified, through close working with other programme and NHS STW leads, both internal or external, and are built into business plans and service specifications.

· As the recognised commissioning or programme lead, to provide up-to-date evidence based knowledge across disciplines and functions.
· To be the ‘local champion’ in interpreting national guidelines/policies and providing specialist advice which informs policy, commissioning and service provision.
